Unwarranted intervention in PSUs

Appointment of political non entities of PDP and BJP as the vice-chairmen of different Public Sector Undertakings (PSUs) and autonomous bodies has started a new phase of political intervention in the working of the concerned PSUs and autonomous bodies. The newly appointed vice chairmen of these PSUs and autonomous bodies are unauthorisedly claiming right to exercise the power which by virtue of the bye laws of the concerned PSUs and autonomous bodies are vested in the administrative heads designated as Managing Directors. In fact the unlawful tendencies of these newly appointed vice chairman has badly hit the day to day working of the concerned PSUs and autonomous organizations. Since the ministers of the concerned department are already exercising control over these PSUs and autonomous bodies, there was no need to appoint vice chairman for the government controlled PSUs and autonomous bodies. Now when the PDP and BJP have appointed the political non entities as vice chairmen of PSUs and autonomous bodies, it has become imperative for the government to clearly define the role of vice chairmen in the working of concerned PSUs and autonomous bodies. The managing directors of most of the PSUs are finding it hard to explain the institutional and administrative arrangements clearly defined in the bye laws adopted by the government from time to time. As most of these PSUs are running in red, newly appointed vice chairmen tending to run the PSUs in their own stylev are trying to enforce some unlawful decisions to further the causes of non judicious expenditures. The unwarranted intervention of newly appointed vice chairmen in the working of PSUs is by all standards of understandabilities a deliberate attempt to create a financial mess in the already financially defunct corporations.

Since the appointment of vice chairmen in the PSUs don’t know even the alphabets of financial management, the onus of responsibility to restrain these vice chairmen from intervention in financial restructuring of the corporations lies on the government.

Appointment of non entities as vice chairmen has also aggravated the problems of the employees of all these corporations whose salaries are pending for last several months. The government creating an impression that the political non entities who have assumed new roles in public sector undertakings can play a vital role in reviving the PSUs is an illusion, as any move to seek additional funds from the state and central governments for reviving the corporation can go waste in the presence of political intervention by the people who don’t know even the alphabets of financial management. If at all the PDP and BJP had some political and organizational compulsions to rehabilitate the non political entities the government could have explore other options to rehabilitate them politically. Unwise decisions like the appointment of political non entities as vice chairman will prove disastrous for the survival of already ailing public sector corporation. Since the appointment of vice chairmen in the PSUs don’t know even the alphabets of financial management, the onus of responsibility to restrain these vice chairmen from intervention in financial restructuring of the corporations lies on the government.
