Biswas reviews progress of dev works under centrally-sponsored schemes

Leh : Divisional Commissioner Ladakh, Saugat Biswas, Monday chaired a meeting here to review the physical and financial progress under various centrally-sponsored schemes in the district Kargil of the division.
Deputy Commissioner Kargil, Basir-ul-Haq Choudary, Superintending Engineer and Exen PMGSY Kargil, Exen PHE Kargil, Exen Irrigation Kargil, Exen R&B Kargil and Exen PWD Zanskar attended the meeting.
Div Com took a detailed review of work progress of PWD Circle, Kargil division including languishing projects and ongoing PMGSY works in Kargil.
Considering the short working season in Ladakh division, Biswas pointed out various delays in the tendering process and allotment of works on part of the Engineers.
He directed the Deputy Commissioner, Kargil to review the projects on a case-by-case basis, fix responsibility for delays in tendering and initiate punitive action against such officers. He urged the Exens to work with utmost dedication and monitor the work progress.
Biswas directed the Exens to prepare and submit bar charts (PERT charts) for all works for planned and timely execution. He stressed on the need to hold regular review meetings with contractors at the level of Exens and with the Deputy Commissioner, to ensure speedy and timely completion of works. He urged all the executing agencies to ensure the constructed facilities are compulsorily equipped with disabled-friendly features.
Divisional Commissioner further desired that all works be loaded on to the android based application – JKPULSE, for fortnightly monitoring of works on the ground.
The android app will enable officers at various levels to view photographs of works on a periodic basis and also to record and read comments on progress.
