The border skirmishes between India and Pakistan in the divided parts of Jammu & Kashmir has been a regular feature for almost last four years now and unfortunately the border firing resulted in deaths of the security men of both India and Pakistan on the new year eve. With New Delhi and Islamabad trading accusations little scope is left for the two countries to reopen channels of communication for reviving the composite dialogue process. By all standards of understandabilities the the bilateral dialogue should have been resumed with the spirit of restoring the peace talks which have hit several road blocks time and again during last four years. The continuing border skirmishes left no scope what so ever for any agreement on any confidence-building measure (CBM) between the two countries during last four years of strained bilateral relations . To restore the bilateral relations India and Pakistan had many opportunities to set the rules and systems to address the core issues of conflict but they never choose to cease the opportunity for the restoration of composite dialogue process through a process of goodwill and mutual trust. Both New Delhi and Islamabad should understand that CBMs like agreement over truce on borders can work only if it is designed to further the cause of dialogue on substantive issues through a process of reconciliation . If the bilateral talks would have been resumed with the spirit of reducing the trust deficit prevailing at all levels between the two countries on the beginning of new year in Kahmir, it would consequently reduce the chances of hostility on borders in the divided parts of Jammu & Kashmir state. It has been experienced in the past that whenever uniformed Pakistani and Indian security men target each others border posts time and again there is always a possibility of escalation on tension along the borders in Jammu & Kashmir state. No matter whether helmsmen in New Delhi and Islamabad believe or not but the fact remains that the suspension of diplomatic channels of communication always leads to escalation in firing incidents on borders in Jammu & Kashmir state.
The political and military leadership of both the sides need to come together to bring an end the turbulent phase of border skirmishes in the divided parts of Jammu & Kashmir.
So suspension of the channels of communication and dialogue process does not suit the process of stabilization of peace and security both on borders and as well as in the violent hit parts of both the countries. The only effective guarantee of peace is removal of trust deficit through process of dialogue and reconciliation and this is the only way to make sure that guns fall silent on borders in the divided parts of Jammu & Kashmir. Otherwise, the unthinkable becomes frighteningly more possible and as such the helmsmen in New Delhi and Islamabad need to look into the causes of the border skirmishes in the divided parts of Jammu & Kashmir . Under any circumstances the diplomacy of conflict should not be the part of the agenda for either the Government of India or the Government of Pakistan . While both India and Pakistan have every reason and right to defend their borders, there is no point for either of the two sides to allow the diplomacy of conflict to come in the way of good will and mutual trust of the two side. As such the political and military leadership of both the sides need to come together to bring an end to the turbulent phase of border skirmishes in the divided parts of Jammu & Kashmir.
