Vohra’s unwanted provocative amendment in PSA

Though popular governments in Jammu & Kashmir have taken every measure to strengthen draconian public safety act (PSA) for curbing popular uprisings and victimizing ideologically indifferent political voices in the state but belying all expectation governor N N Vohra has ordered the unwanted amendment in the Public Safety Act (PSA) for sending Kashmir prisioners to jails in other states of the countries. Knowing that Kashmiris arrested on different charges from time to time including top resistance leaders are even this time lodged in Tihar Jail the governor should not ordered an unwanted amendment in the public safety act (PSA) . Though several top mainstream leaders including former minister have demanded immediate scrapping the amendment mandating the concerned authorities to send detunes to jails outside Jammu & Kashmir but Governor N N Vohra is yet to react to the demands of the top mainstream leader who have been part of several governments in the past. Though people in Jammu & Kashmir know all about the intents of the incumbent BJP led NDA government in enforcing provocative legislations and administrative decisions ahead of 2019 Lok Sabha elections but political wisdom demand that governor in the absence of a popular government in the state restrains from tinkering with the controversial legislations likely to have far reaching consequences on stabilization of normal political activities and restoration of peace in the state particularly Kashmir valley.

Amendments in the draconian laws can only instill more fear among the masses in Kashmir and grant one more opportunity to international human rights bodies to drag central and state governments into yet another controversy on protection of human rights in Jammu & Kashmir.

Governor instead of acting on the whims and wishes of the present BJP led NDA government at the centre to allow it seek votes in the name of a muscular policy in Kashmir is obliged to take care of his constitutional duties as governor in the absence of a popular government in the state. Unfortunately Governor had come into sharp criticism over amendment in the state government’s industrial policy during the three month long governor’s rule after the demise of then chief minister Mufti Mohammad Sayeed in the year 2015 but the Mehbooba led government scrapped the amendment after the governor’s rule. Amendments in the draconian laws can only instill more fear among the masses in Kashmir and grant one more opportunity to international human rights bodies to drag central and state governments into yet another controversy on protection of human rights in Jammu & Kashmir. So better for governor to immediately withdraw the controversial amendment to clear the apprehensions which may become a cause of provocation and deepening alienation in the state particularly Kashmir valley.
