ACB registers FIR against former ACR Jammu, four private beneficiaries

Jammu, Sept 15: The Anti-Corruption Bureau (ACB), J&K, has registered an FIR against former Assistant Commissioner (Revenue), Jammu and four private beneficiaries for allegedly granting illegal permissions for the transfer of Gair Mumkin Khad land in Jammu.

In a statement issued to media here, a spokesperson said the ACB, J&K, has registered FIR No. 12/2026 at Police Station ACB Central, Jammu, against Nisar Ahmad Shad, the then Assistant Commissioner (Revenue), Jammu, and four private beneficiaries.

He said the FIR was registered on the outcome of Preliminary Enquiry No. PE-JSK-17/2019, which prima facie disclosed that the accused public servant, during the period from 23.05.2018 to 11.07.2018, while functioning as Assistant Commissioner (Revenue), Jammu, allegedly abused his official position by granting nine permissions for the alienation/transfer of Gair Mumkin Khad land situated at Chowadi and Deeli, Jammu.

The spokesperson said the permissions were allegedly granted in violation of the applicable revenue laws, government orders and directions of the Hon’ble High Court concerning land recorded as “Gair Mumkin Khad”.

“The enquiry further revealed that the permissions were shown to have been granted with the approval of the Deputy Commissioner, Jammu. However, verification conducted with the office of the Deputy Commissioner, Jammu, revealed that no such approval, note sheet or formal delegation order was available on record.”

Accordingly, the FIR has been registered under Section 5(1)(d) read with Section 5(2) of the J&K Prevention of Corruption Act, Svt. 2006, and Sections 120-B, 467, 468 and 471 RPC. Further investigation into the matter is in progress.
