12 officials served Show Cause Notices for poor performance
Kishtwar | Sept, 9:Under the directions of Deputy Commissioner Kishtwar Pankaj Kumar Sharma, the Assistant Commissioner Development (ACD) Manoj Kumar Wednesday reviewed the progress achieved under VB-G-RAM-G, PMAY-G, District/UT Capex and other rural development schemes in the blocks of Drabshalla, Trigam, Nagseni and Palmar.
The meeting focused on Panchayat-wise performance, identification of bottlenecks and ensuring time-bound implementation of various developmental programmes.
During the review of guaranteed wage employment under VB-G-RAM-G, the ACD expressed serious concern over the low generation of Person-Days (PDs) in certain Panchayats. He directed the concerned Block/Panchayat-level functionaries to ensure that eligible Gram Rozgar Guarantee Card (GRGC) holders are provided employment as per the prescribed provisions and that an adequate shelf of works is available to meet the demand for wage employment.
Taking serious note of the low Person-Days generation, show cause notices were served to 12 officials/functionaries for their unsatisfactory performance.
The ACD directed the concerned officials to explain the reasons for the poor progress and take immediate corrective measures to improve the performance. He made it clear that accountability shall be fixed wherever laxity or negligence is found in the implementation of the scheme.
A detailed review of e-KYC of GRGC holders was also undertaken. The ACD directed the concerned functionaries to complete the pending e-KYC on priority and ensure that eligible beneficiaries are not deprived of employment benefits due to avoidable procedural or data-related issues.
The status of skilled and semi-skilled workers was also reviewed and directions were issued to ensure 100% e-KYC of skilled and semi-skilled workers along with proper updation of the relevant records and MIS.
The ACD also reviewed the functioning of the Area Officer App and stressed upon effective field-level monitoring of works.
While reviewing the status of material payments under MGNREGS, the ACD directed the concerned officers to ensure that all pending liabilities are liquidated within two days, subject to completion of prescribed formalities and availability of funds.
The progress under PMAY-G was also reviewed in detail, particularly with regard to the Post Deletion Module, submission of PWL, pending cases and recovery from defaulting beneficiaries.
The ACD directed the concerned BDOs and field functionaries to update the Post Deletion Module, submit the required PWL within the prescribed timeline and initiate/complete recovery proceedings against defaulting beneficiaries as per applicable rules and guidelines.
The meeting also reviewed the progress under District Capex/UT Capex. The ACD assessed the status of ongoing and pending works and directed the concerned executing agencies and field functionaries to accelerate the pace of execution.
The ACD further directed the BDOs, AEEs, AEs, AAOs, JEs, Panchayat Secretaries, PAAs, MIS Operators and GRSs to work in close coordination and ensure timely updation of records, MIS and completion of all pending activities.
