India is witnessing a significant expansion of doctoral education. Universities, particularly private universities, are offering an increasing number of PhD programmes, attracting scholars from diverse disciplines. On the surface, this expansion appears encouraging. A country aspiring to become a developed and knowledge-driven economy certainly needs a strong pool of researchers. However, the growing number of PhD scholars also raises an important question: Is India’s doctoral expansion producing high-quality research, or simply increasing the number of degree holders?
A PhD is not an ordinary academic qualification. It represents advanced training in independent research and should demonstrate the ability to identify a significant problem, investigate it systematically and generate original knowledge. The value of a doctorate therefore depends not on the number of pages in a thesis or the number of degrees awarded by a university, but on the originality, rigour, relevance and impact of the research.
India’s challenge is not having too many people interested in doctoral education. The country needs talented researchers in science, technology, economics, management, social sciences, medicine, agriculture and other fields. The concern is that doctoral education can lose its academic purpose when quantity becomes more important than quality.
One of the biggest problems is the excessive emphasis on PhD numbers. Universities often highlight the number of scholars admitted, registered or awarded doctorates. These figures may demonstrate expansion, but they do not demonstrate research excellence. The more meaningful questions are: What new knowledge has been generated? How many studies have been published in respected journals? How many patents or innovations have emerged? How many research findings have influenced policy, industry or society?
Academic integrity is another fundamental requirement. Plagiarism, fabricated data, manipulated findings, duplicate publications and unethical research practices can seriously damage the credibility of doctoral education. A university may award thousands of degrees, but a single major research-integrity scandal can undermine public confidence in its academic standards. Strong plagiarism detection, research ethics committees, transparent evaluation and independent doctoral examination are therefore essential.
The emergence of artificial intelligence has added a new challenge. AI tools can support legitimate research by assisting with literature searches, language editing, coding, data analysis and other activities. But AI cannot replace independent scholarly thinking. If a doctoral thesis becomes largely machine-generated, the central purpose of doctoral education is compromised. Universities need clear policies for responsible AI use and must ensure that scholars can demonstrate ownership of their research questions, methodology, data and conclusions.
“The solution is therefore not to reduce doctoral education but to raise its quality threshold. India needs stronger supervision, better research infrastructure, stricter academic integrity, more rigorous thesis evaluation, greater industry collaboration and a stronger emphasis on originality and impact. The country does not need a race to produce more PhDs. It needs a race to produce better research. Do not measure doctoral success merely by degrees awarded. Measure it by knowledge created, problems solved, innovations generated and lives improved. India’s PhD boom can become a powerful national asset—but only if it is accompanied by a quality revolution. Otherwise, more degrees may produce impressive statistics while leaving the country with the same fundamental research challenges. India needs researchers who discover, innovate and transform—not merely scholars who complete a thesis and receive a certificate.”
India also needs to bridge the gap between doctoral research and real-world problems. A knowledge economy requires research that contributes to productivity, employment, financial inclusion, digital transformation, climate resilience, healthcare, education, agriculture, manufacturing and technological innovation. Doctoral research should not remain confined to university libraries. Universities should encourage scholars to work with government departments, industries, research institutions and communities.
Industry–academia collaboration can play an important role. Private universities, in particular, can create opportunities for industry-sponsored PhDs, joint research projects, research laboratories, consultancy assignments and technology-transfer initiatives. Such collaborations can make doctoral research more relevant and provide scholars with exposure to real-world challenges. India’s regulatory framework also needs effective implementation. The University Grants Commission has established regulations governing doctoral education and the minimum standards and procedures for awarding PhD degrees. Regulations are essential, but compliance must be meaningful rather than merely procedural. Universities should be regularly evaluated on the quality of their doctoral programmes, research infrastructure, faculty expertise and research outcomes.
Financial support is equally important. Research is expensive, and doctoral scholars often require funding for fieldwork, laboratory work, data collection, conferences, software and publications. Scholarships and research grants should therefore be strengthened. Investing in doctoral scholars is not a cost; it is an investment in India’s future research capacity. The country must also redefine what constitutes a successful PhD. Instead of asking only how many doctorates a university has produced, we should ask whether its research has created knowledge, innovation and impact. A successful doctoral programme should generate researchers who can compete internationally, solve complex problems and contribute meaningfully to society.
The private university sector has a major opportunity in this transformation. It can either become an engine of high-quality research or contribute to a culture in which doctoral education is judged mainly by enrolment and degree numbers. The difference will depend on institutional commitment to academic standards. India’s aspiration to become a developed economy cannot be achieved through degrees alone. It requires research that creates new technologies, improves public policy, strengthens industries and addresses social challenges. A PhD should be a beginning of intellectual contribution, not the end of an academic process.
