JKLA Privilege Committee reviews breach of privilege cases against two JKAS officers, MLA Pulwama

Srinagar  : The Committee on Privileges of the Jammu and Kashmir Legislative Assembly (JKLA) Thursday convened a meeting at the Assembly Complex  to review the cases related to alleged breach of privilege involving two Jammu and Kashmir Administrative Service (JKAS) officers, including the breach of privilege notice against MLA Pulwama Waheedur Rehman Parra.

The meeting was chaired by Chairman of the Committee Justice (Retd) Hasnain Masoodi and attended by members including, Showkat Hussain Ganie, Zaffar Ali Khatana, Er. Khurshied Ahmed and Darshan Kumar, besides Secretary JKLA, Manoj Kumar Pandita and officers of Assembly Secretariat.

MLA, Pulwama Waheedur Rehman Parra was also present.

During the meeting, the Committee held detailed deliberations on the  breach of privilege notice filed by MLA Chadoora Ali Mohammad Dar and MLA Kangan Mian Mehar Ali against SDM Chadoora and Secretary JKBOSE (then ACD Ganderbal) respectively. Both these officers were present in person.

Speaking during the meeting, the Chairman  emphasized the need for strict adherence to established legislative conventions and administrative protocols while dealing with the elected representatives. He said that maintaining the dignity and privileges of the Legislators  is essential for strengthening the democratic institutions and ensuring harmonious coordination between the Legislature and the Executive. He stressed that all government officers should remain fully conversant with the provisions governing the legislative privileges and conduct themselves in accordance with the prescribed rules and procedures while interacting with Members of the Legislative Assembly (MLAs).

The Committee in unison stressed that  due protocol and courtesy  must be extended to MLAs in discharge of their official responsibilities. They underlined that timely communication, responsiveness to public issues raised by legislators and adherence to established administrative norms are vital for effective governance and public service delivery.

The Committee closed the case against then ACD Ganderbal while as the replies furnished by MLA Pulwama Waheedur Rehman Parra and SDM Chadoora against breach of privilege will be taken in next meeting of the Committee.
