Srinagar: Chief Secretary, Atal Dulloo, Tuesday chaired a high-level review meeting attended by the concerned Administrative Secretaries to assess the implementation and saturation of individual beneficiary-oriented schemes being executed by various departments across Jammu and Kashmir.
During the meeting, the Chief Secretary emphasized the importance of achieving complete saturation of welfare schemes for all eligible beneficiaries. He urged departments to actively engage with the community and raise awareness through various communication channels. The Chief Secretary highlighted the need to close the gap between identified targets and beneficiaries already covered, directing departments to ensure timely delivery of benefits to all intended recipients. Dulloo stressed the necessity of grassroots outreach and called for the development of concrete action plans to identify and enroll eligible individuals and households. He underscored the administration’s responsibility to ensure that no deserving beneficiary is overlooked, as failing to do so would be a disservice to the community. Departments were instructed to conduct periodic reviews of their schemes and establish measurable targets at all administrative levels to facilitate systematic and efficient benefit distribution. R. Alice Vaz, Commissioner Secretary of the Planning Development and Monitoring Department, reported that 66 beneficiary-oriented schemes are currently operational across 18 departments in the Union Territory. These schemes aim to provide direct benefits to improve socio-economic well-being, offering assistance through cash transfers, food security, housing support, healthcare services, educational aid, and livelihood promotion. The meeting reviewed several flagship schemes, including the Pradhan Mantri Fasal Bima Yojana, PM-KISAN, and various initiatives from the Agriculture, Health, and Rural Development Departments. The Chief Secretary reiterated that targeted outreach, regular monitoring, and public awareness are crucial for ensuring that all eligible citizens receive the intended benefits from these welfare schemes.
