Yasha Mudgal reviews Capex Budget 2026–27 for Cooperative Deptt

Sets June 2026 deadline for completion of projects with over 70% physical progress

Jammu : Commissioner Secretary Cooperative Department, Yasha Mudgal, Wednesday  chaired a meeting at the Civil Secretariat to review and finalize the Capex Budget proposals for the financial year 2026–27 pertaining to the Cooperative Department.

The meeting was attended by Director Finance, Cooperative Department, Rashim Deepika and other senior officers of the Department.

During the meeting, the Director Finance briefed regarding the proposed Capex Budget allocations for 2026–27 under various sectors and schemes of the department. The proposals covered ongoing works, proposed new projects, infrastructural upgradation, modernization initiatives and other development projects aimed at strengthening the cooperative sector across the Union Territory of Jammu and Kashmir.

A comprehensive review of the ongoing schemes, infrastructure projects, financial performance and administrative functioning of various cooperative institutions was also undertaken during the meeting.

Stressing the need for optimum and judicious utilization of Capex funds in a transparent and time-bound manner, Yasha Mudgal observed that the Capex Budget should focus on creation of durable assets, strengthening institutional infrastructure and enhancing service delivery mechanisms within the cooperative sector.

Expressing concern over the department’s expenditure performance during the previous financial year, which stood at only 58 percent, Yasha Mudgal directed the officers to adopt a result-oriented approach and work tirelessly to achieve at least 80 percent expenditure during the next six months.

The Commissioner Secretary emphasized that special focus must be laid on improving the service delivery, enhancing transparency and ensuring effective implementation of government programmes for the benefit of farmers, artisans, women self-help groups and other stakeholders associated with the cooperative sector.

Emphasizing the need for result-oriented planning, Yasha Mudgal directed the officers to prioritize need-based projects having tangible public benefit and long-term developmental impact. She underscored that all proposals should be realistic, implementable and aligned with the broader objectives of cooperative growth and socio-economic development.

While reviewing the physical and financial progress of ongoing works, she directed that all projects having more than 70 percent physical progress must be completed both physically and financially before June 2026. She emphasized that timely completion of projects is essential for effective utilization of public resources and for ensuring that the intended benefits reach the stakeholders without any delay.

The Commissioner Secretary also called upon the officers to maintain close monitoring of all developmental works and ensure effective inter-departmental coordination for smooth and timely execution of approved projects.
