DC Ganderbal reviews implementation of HADP, JKCIP and flagship agriculture schemes

Bhaderwah :Deputy Commissioner (DC) Ganderbal, Jatin Kishore today chaired a comprehensive review meeting to assess the implementation and progress of the Holistic Agriculture Development Programme (HADP), Jammu and Kashmir Competitiveness Improvement Project (JKCIP) besides other flagship agriculture and allied sector schemes in the district.

At the outset, the DC reviewed the status of PM-KISAN, Kisan Credit Card (KCC) coverage and the progress achieved under HADP in the district. He also assessed the functioning of Daksh Kisan Portal and Kisan KhidmatGhars (KKGs), aimed at improving outreach and delivery of agriculture-related services to farmers.

The DC directed officers to put in dedicated efforts for increasing onboarding and training of farmers on the Daksh Kisan Platform.

The meeting also reviewed the implementation of the PM Formalisation of Micro Food Processing Enterprises (PMFME) scheme. DC stressed the need to strengthen rural entrepreneurship and value addition in the agriculture sector.

Reviewing the progress under JKCIP, the DC instructed departments to process all pending applications expeditiously and ensure timely establishment of approved units. He also took stock of the Output Tracking App being used for monitoring progress and physical establishment of units across different sectors.

While reviewing the credit linkage component under the schemes, the DC directed the Lead District Manager to expedite the disposal of pending cases and ensure timely sanction of financial assistance to eligible beneficiaries. He emphasized that better coordination between banks and line departments is essential for achieving the objectives of the programme and increasing the pace of implementation on the ground.

During the meeting, the DC called upon all departments to improve performance and said that effective implementation of HADP, JKCIP and other flagship schemes is vital for strengthening the rural economy and improving the livelihoods of farming communities in the district.

Later, the Deputy Commissioner chaired a meeting of the District Level Implementation Committee (DLIC) to consider and approve beneficiary cases under HADP and JKCIP.

After detailed deliberations and scrutiny of applications submitted by various departments, the committee approved 697 cases, including 663 under JKCIP and 34 under HADP. The approved cases pertained to Agriculture, Horticulture, Animal Husbandry, Sheep Husbandry, Fisheries and Horticulture, Planning and Marketing sectors.

The DC directed the concerned departments and financial institutions to ensure timely processing and disbursement of assistance so that approved beneficiaries are able to establish units without delay and generate sustainable livelihood opportunities at the grassroots level.

Among others, the meeting was attended by Additional District Development Commissioner, Manzoor Ahmad; Chief Planning Officer, Chief Agriculture Officer, Chief Animal Husbandry Officer, Lead District Manager, Cluster Head J&K Bank, Senior Scientist KVK, and officers from allied departments.
