CII J&K Pushes for Ease of Doing Business, Sector based budeget allocation for Incentives

Srinagar :The Chairman of the Confederation of Indian Industry (CII) J&K Council, Iqram Ali Shafiee, participated in a high-level meeting  convened to review the implementation of the New Central Sector Scheme (NCSS) 2021 and the Industrial Development Scheme (IDS) 2017 in the Kashmir Division on April 13, 2026.

The meeting was attended by Rajesh Panwar, Director, Department for Promotion of Industry and Internal Trade (DPIIT), along with senior officials from DPIIT and the Project Management Unit (PMU). The session aimed to assess the progress, identify challenges, and deliberate on measures to enhance the effectiveness of the schemes in boosting industrial growth in the region.

Welcoming the initiative, Mr. Shafiee appreciated the Government’s continued efforts to strengthen the industrial ecosystem in Jammu & Kashmir through targeted policy interventions. He highlighted the distinct industrial landscape of the Union Territory, noting that while Jammu has witnessed significant large-scale investments, Kashmir’s industrial base is predominantly driven by micro and small enterprises.

Emphasizing the need for structural improvements, Mr. Shafiee underscored the importance of establishing a truly effective single-window clearance system to facilitate ease of doing business. He pointed out that key bottlenecks—particularly in obtaining clearances from departments such as Pollution Control Board, Health, Tourism, and Fire & Emergency Services—need to be streamlined and aligned for faster project implementation.

Further, he recommended that upcoming industrial schemes should incorporate provisions such as solar subsidies and transport incentives to make investments more viable and sustainable, especially in geographically challenging regions like J&K.

Mr. Shafiee also stressed the need for differentiated policy support, suggesting that separate, tailored packages should be designed for micro and small enterprises as well as for large industries, in order to address their unique requirements and growth challenges effectively.

The meeting concluded with constructive discussions and a shared commitment among stakeholders to enhance policy implementation and accelerate industrial development across the Kashmir Division.
