JAMMU, APRIL 10: In a key administrative initiative, Lieutenant Governor Manoj Sinha has constituted a high-level committee to frame comprehensive Standard Operating Procedures (SOPs) for regulating the transport of bovine animals across Jammu and Kashmir.
As per an official order issued by the General Administration Department, the committee has been entrusted with reviewing existing legal provisions and regulatory frameworks to develop detailed and uniform guidelines governing the movement of bovine animals, both through vehicles and on foot, within the Union Territory.
The proposed SOPs will define clear protocols for documentation and verification processes, including mandatory permits and health certification requirements. These documents will be subject to inspection by enforcement agencies to ensure adherence to established legal standards.
Furthermore, the committee will recommend measures to strengthen animal welfare during transportation, enhance inter-departmental coordination, and introduce standardized mechanisms to curb illegal transport activities while facilitating smooth and lawful movement of bovine consignments.
The panel has also been directed to explore the integration of technology-driven solutions to improve transparency, monitoring, and efficiency in regulating bovine transport across the region.
This initiative is aimed at ensuring greater clarity, uniformity, and accountability in the regulation of bovine transport, thereby strengthening governance and compliance mechanisms in Jammu and Kashmir.
