Jammu: After creating pandemonium over the disallowed by Speaker Assembly Kavinder Gupta the entire opposition staged a walkout and boycotted the proceedings of the house for the whole day despite the assurance from the Speaker that house will debate Kashmir civilian killings for one hour later.
As the house started its proceedings in the morning the opposition unanimously moved an adjournment motion for debate on civilian killings. The Speaker disallowed the debate on civilian killings but conceded the opposition demand to debate the issue for one hour later and the opposition angered by the controversial remarks of Parliamentary Affairs Minister Abdul Rahman Veeri walked out from the house. Though the Parliamentary Affairs Minister Abdul Rahman Veeri on the pressing demands of CPI (M) Secretary M Y Tarigami and PDF chairman Hakim Mohammad Yasin called on the protesting opposition members in the Assembly secretriat to persuade them to come back to the house for participating in the debate on the motion of thanks over Governor’s address to the joint house of legislature, but unrelenting opposition refused to give in and boycotted the proceedings of the house.
Though Speaker on his part announced one hour debate on civilian killings in Kashmir but the opposition wanted deferment of the question hour and immediate discussion on the civilian killings in Kashmir.
Responding to the non cooperation from opposition benches Parliamentary Affairs Minister Abdul Rahman Veeri told the house that issues are always debated in the house keeping in view its gravity and it was in this backdrop that Chief Minister herself conveyed her willingness to debate the situation in Kashmir and the civilian killings during the budget session last year. Speaker has taken a decision and the members of both the treasury and opposition benches are morally bound to respect the rulings of the Speaker to uphold the sanctity of the House.
Though debate on the motion of thanks over the Governor’s address continued but only the members of the treasury benches spoke on the occasion. PDF Chairman Hakim Mohammad Yasin was the only opposition member who came back to the house for participation in debate on motion of thanks to Governor’s address and he lembasted the government for the failures on various issues ranging from security situation to political engagement and Panchayat Polls
