CS seeks time bound action plan for comprehensive MSME assessment

Jammu : Chief Secretary, Atal Dulloo, Wednesday reviewed the implementation of the MSME Health Clinic under the Raising and Accelerating MSME Performance (RAMP) programme during a meeting with senior officers of the Industries & Commerce Department and other stakeholders.
The review focused on progress achieved, outreach to enterprises, and mechanisms for early identification and rehabilitation of stressed MSMEs.
Besides Commissioner Secretary, Industries & Commerce Department the meeting was attended by Secretary in I&C; MD, JKTPO; Director, Industries, Jammu/Kashmir and other concerned officers.
While taking assessment of the progress made, Chief Secretary impressed upon Industries & Commerce Department to develop a clear, time-bound action plan for the systematic analysis of all Micro, Small, and Medium Enterprises (MSMEs) in Jammu and Kashmir. He highlighted the importance of establishing defined timelines and measurable milestones to ensure the MSME Health Clinic achieves tangible outcomes. Emphasizing the need for timely diagnosis and intervention, he directed that the implementation of the Health Clinic be closely monitored to foster enterprise revival and long-term resilience in the region. The Commissioner Secretary of Industries & Commerce, Vikramjit Singh, reported that the MSME Health Clinic, funded with an outlay of ₹30.64 crore, is being implemented by the Indian Institute of Management (IIM), Jammu. This initiative aims to provide both financial and non-financial support to MSMEs through various services, including diagnostic studies and customized turnaround solutions. A tripartite Memorandum of Understanding has been established between IIM Jammu, JKTPO, and the Directorates of Industries & Commerce for effective collaboration. As of now, 417 MSMEs have registered on the Health Clinic portal, which was launched on July 11, 2025. The portal has already facilitated diagnostic studies for two MSMEs and online consultations for recoverable units. Jammu and Kashmir boasts over 8.12 lakh MSMEs, with more than 73 percent formalized through Udyam registration. The Health Clinic is designed to proactively identify early signs of stress in MSMEs to prevent viable units from becoming unviable. Significant progress has been made in data integration, with API linkage established with the Udyam portal, allowing for the upload of data from 5.85 lakh MSMEs. Mass communication efforts for data updating are set to begin soon, with a target completion date of January 2026. Recruitment for professional resources for the Health Clinic is nearing completion. The program aims to provide financial rehabilitation support to 959 MSMEs, with an average assistance of ₹2.77 lakh per unit, alongside extensive non-financial interventions such as mentoring and business process support. Key initiatives include the formalization of MSMEs, management development programs, and the organization of Buyer Seller Meets to enhance market access. The Director of Industries & Commerce in Jammu, Arun Manhas, noted that capacity-building initiatives are being implemented by JKEDI, while efforts related to GI/ODOP products and handicrafts are managed by the respective directorates. The Trade Promotion Organization is facilitating digital financing in collaboration with financial institutions, and a RAMP Monitoring and Evaluation Dashboard is being developed for data-driven outcome monitoring. So far, ₹3.86 crore has been released for approved interventions, and awareness activities have been incorporated to enhance stakeholder outreach under the program.
