DC B’pora reviews functioning of SWD in district, pushes for People-Centric approach

Bandipora : Deputy Commissioner Bandipora, Indu Kanwal Chib, on Tuesday chaired a comprehensive review meeting to take stock of the functioning of the Social Welfare Department (SWD) and assess the implementation of key welfare schemes in the district.

During the meeting, the District Social Welfare Officer Bandipora presented a detailed briefing on major schemes, including the Integrated Social Security Scheme (ISSS), National Social Assistance Programme (NSAP), Marriage Assistance Scheme, distribution of motorised tricycles for specially-abled persons, and rehabilitation measures for militancy victi

The DC also reviewed progress under flagship initiatives such as Nasha Mukt Bharat Abhiyan, Mission Shakti and Mission Vatsalya. The functioning of the SAKHI One Stop Centre, Women’s Helpline, Nari Adalats, Beti Bachao Beti Padhao (BBBP), Pradhan Mantri Matru Vandana Yojana (PMMVY), and various child protection mechanisms was discussed in detail. Updates on case status, awareness campaigns, inspections, and capacity-building programmes were also examined.

A detailed review of the SHE-BOX portal registrations was conducted, along with an assessment of the implementation of Mission Vatsalya and its institutional framework, including the District Child Protection Unit (DCPU), Child Welfare Committee (CWC), Juvenile Justice Board (JJB), Child Helpline, and Child Helpdesk.

The meeting deliberated on matters related to children in conflict with law, children in need of care and protection (CNCP), child care institutions, sponsorships, inspections, and awareness activities.

The functioning of the SAKHI One Stop Centre Bandipora came in for special focus, with a review of cases registered, resolved, disposed of and currently under process. Awareness programmes, orientation workshops, inspections and training sessions conducted by the centre were also discussed. Emphasising the importance of coordinated action, the Deputy Commissioner stressed the need for stronger inter-departmental collaboration among the Police, Women Help Desks, Health Department, District Legal Services Authority and the Social Welfare Department to effectively address cases of domestic violence and ensure timely psychosocial and legal support to survivors.

The Deputy Commissioner directed the department to further intensify awareness about the Child Helpline, ensure regular inspections of institutions, strengthen sponsorship mechanisms, and expand outreach activities. She also instructed that a coordinated meeting be convened, involving SHOs, CDPOs, clinical psychologists from the Health Department, and the District Legal Services Authority, to streamline reporting and response mechanisms, particularly in cases of domestic violence.

Highlighting the need for accountability, the Deputy Commissioner directed the department to lay down clear parameters for the release of staff salaries, verify tour programmes, assess work output, and ensure transparency in service delivery. She reiterated the district administration’s commitment to safeguarding the rights and welfare of women, children, and other vulnerable sections of society.

The meeting was attended by Senior Superintendent of Police, Aijaz Ahmad Zargar, District Social Welfare Officer Bandipora, and other concerned officers.
