B’gam : A special NIA court on Tuesday ordered immediate attachment of land belonging to Ghulam Nabi Fai, a US-based Kashmiri lobbyist and convicted agent of Pakistan’s Inter-Services Intelligence (ISI).
Reports said that National Investigation Agency (NIA) Special Judge Yahaya Firdous ordered the attachment of immovable property belonging to Fai under the Unlawful Activities (Prevention) Act (UAPA). The court authorized the seizure of over 1.5 kanals of land located in the villages of Wadwan and Chattabugh, directing the District Collector Budgam to take immediate possession and instructing the Senior Superintendent of Police to assist in executing the order. This action follows FIR No. 46/2020, where Fai was declared a proclaimed absconder for evading legal proceedings.
The prosecution highlighted the urgency of the attachment, citing concerns that Fai’s relatives might sell the property, thereby obstructing the legal process. The court confirmed that Fai had intentionally concealed himself, justifying the attachment under Section 83 of the Criminal Procedure Code. The specific land to be attached includes one kanal and two marlas in Wadwan and 11 marlas in Chattabugh. Fai, a 76-year-old resident of Budgam, has a history of legal issues in both India and the United States. He is known for his association with the banned Jamaat-e-Islami and alleged ties to Hizbul Mujahideen leader Syed Salahuddin.
Fai was in news as the director of the Kashmiri American Council, which was later revealed to be a front for the Pakistani intelligence agency ISI. In 2011, he was arrested by the FBI for funneling over USD 3.5 million from the ISI to influence U.S. policy on Kashmir. Following a conviction for conspiracy and tax violations in 2012, he served two years in prison and was under supervision for three years post-release. His credibility was further undermined when it was revealed that he falsely claimed to hold a doctorate degree, a misrepresentation that was highlighted during his trial.
