DC B’pora Chairs DCC/DLRC Meeting; Reviews Banking Performance for Q2 FY 2025–26

Bandipora : The District Consultative Committee(DCC) and District Level Review Committee (DLRC) meeting for the 2nd quarter ending September 2025 was held under the chairpersonship of Deputy Commissioner Bandipora, Indu Kanwal Chib, to review the performance of banks and line departments in the district.
During the meeting, it was informed that the district achieved 47 percent of the Annual Credit Plan (ACP) (PS+NPS) for the first half of FY 2025–26 by disbursing ₹673 crore against a target of ₹1,411.22 crore.
The priority sector registered 37 percent achievement with ₹315 crore disbursed, while the non-priority sector achieved 62 percent with disbursement of ₹358 crore.
The Deputy Commissioner directed all banks to ensure 100 percent achievement under the priority sector during the financial year and to formulate concrete strategies for the same. She expressed concern over the low level of credit flow to the education sector, observing that banks had recorded only about 4 percent investment during the last quarter.
The DC emphasized that strengthening education-related lending is a priority for the district administration and directed the Reserve Bank of India (RBI) representative to take up the matter with concerned banks and work towards improving credit deployment in the sector. She underscored that enhanced financial support to education is essential for human capital development and inclusive growth in the district.
Expressing concern over poor Credit-Deposit ratios, the Deputy Commissioner directed banks to improve performance and also called for enhanced credit off-take under the Holistic Agriculture Development Programme (HADP). She instructed banks to achieve 100 percent coverage of active Kisan Credit Card holders with issuance of KCC smart cards, strictly adhere to prescribed Turn Around Time (TAT) in sanctioning cases, and ensure quality sponsorship.
The DC reviewed progress under Swavalamban/SSS, PM Surya Ghar Muft Bijli Yojana and Mission YUVA, directing banks to clear all pendencies. She also ordered completion of re-KYC of all Jan Dhan accounts, issuance of RuPay cards and ensured no account remains inactive.
Emphasizing accountability, the Deputy Commissioner warned against absenteeism and non-performance in DCC/DLRC meetings and stressed daily follow-up, timely data reporting and clearance of legacy issues. She reviewed priority sector achievements, social security enrolment, digital penetration, unclaimed deposits, Jansuraksha Campaign, URCs under Tier-6 and banking touch points including branches, ATMs and BCs.
Banks were directed to expand outreach by engaging Kisan KhidmatGhars, Bank Sakhis and FLCCs as Business Correspondents without hesitation. Progress under PM Social Security Schemes, digital life certificates, Artisan Credit Cards, KVIC, NRLM, Vishwakarma Scheme and KCC for Animal Husbandry was also reviewed.
The meeting was attended by Chief Planning Officer Bandipora, Mohammad Maqbool; RBI representative, Anup Sharma, and heads of various district departments and banks.
