Jammu: Chief Secretary, Atal Dulloo Tuesday reviewed the functioning of the Science & Technology Department and called for accelerated efforts to advance J&K’s transition to green energy, expand renewable infrastructure, and strengthen science education and research among students. The meeting was attended by Secretary S&T, Dr. Shahid Iqbal Choudhary, CEO JAKEDA P.N. Dhar, and senior departmental officers.
he Chief Secretary reviewed the progress of small and mini hydropower projects and various renewable energy initiatives, including the solarization of government buildings and the PM-KUSUM scheme aimed at promoting clean energy in the Union Territory (UT). Dr. Shahid Iqbal Choudhary, Secretary of Science and Technology, reported that JAKEDA is advancing the solarization of over 8,000 government buildings, targeting a cumulative capacity of 245 MW, with significant progress already made in issuing work orders and completing installations. The PM-KUSUM scheme has achieved notable success, with all 4,224 applications allotted and 3,586 solar pumps installed, resulting in an 85% completion rate. This initiative has improved irrigation reliability, reduced diesel consumption by approximately 8.5 million liters annually, and provided substantial savings for farmers. In terms of small and mini hydro initiatives, the department is rapidly expanding its portfolio, with 35.25 MW currently operational and an additional 188.75 MW under development. Future projects are set to generate significant revenue and create over 1,200 jobs. The department is also promoting decentralized renewable solutions, including biomass cook stoves, solar streetlights, and EV charging stations. A strict 120-day roadmap has been established to retender remaining RESCO capacity and complete the installation of additional solar pumps under PM-KUSUM. The Chief Secretary was updated on the Jammu & Kashmir Science, Technology & Innovation Council’s efforts to enhance the research ecosystem, with 77 research projects approved for funding across various thematic areas. Progress on critical scientific infrastructure includes the development of two Industrial Biotech Parks and the Sub Regional Science Centre in Srinagar, which is nearing completion. The council has also engaged in extensive public outreach and human resource development, conducting numerous events and awarding scholarships to support education in science and technology. The Chief Secretary emphasized the importance of adhering to timelines and achieving measurable outcomes to further accelerate renewable energy growth and strengthen the scientific landscape in the UT.
