Assembly Proceedings: Speaker permits MLAs to raise issues beyond conventional time limit as special case

Srinagar: The Legislative Assembly Speaker, Abdul Rahim Rather, made a special allowance for legislators to raise important issues beyond the Zero Hour, specifically addressing the plight of flood victims from Sept 2025.
The exception was emphasized as a one-time occurrence, with the Speaker urging members to use their time judiciously and constructively. Previously, an adjournment motion by MLA Pawan Kumar Gupta regarding the aftermath of recent floods was rejected due to procedural rules. However, the Speaker acknowledged the shared concern for flood victims and the need for their grievances to be prioritized in discussions. Gupta highlighted the extensive damage caused by the floods in Jammu division, stressing the inadequacy and delays in relief efforts, and called for a broader discussion on rehabilitation. Various MLAs contributed to the debate, with MLA Rafiq Ahmad Naik advocating for permanent restoration of infrastructure, while MLA Rajeev Jasrotia urged the government to create a comprehensive compensation plan for affected populations. MLA Dr. Shafi Ahmad Wani emphasized the need for a disaster management plan to enhance preparedness for future calamities. Other legislators raised diverse issues, including the need for improved health facilities, timely compensation for flood victims, and the reopening of tourist spots to support local livelihoods. MLA Surankote, Choudhary Mohammad Akram, and MLA Samba, Surjeet Singh Slathia, both called for a special relief package from the Central Government to assist families affected by the floods. Concerns regarding the reservation policy in Jammu and Kashmir were also discussed, with MLA Gurez, Nazir Ahmad Khan, defending it as a constitutional right, while others called for its rationalization. Additionally, MLA Baramulla, Javid Hassan Beigh, stressed the importance of protecting natural resources to benefit local communities and support environmental conservation. Overall, the assembly session highlighted the urgent need for effective flood relief measures, infrastructure restoration, and a comprehensive approach to disaster management and community support.
