Srinagar: In a major diplomatic and strategic development following the April 22 terror attack in Pahalgam, the United States has officially designated The Resistance Front (TRF), a proxy of Pakistan-based Lashkar-e-Tayyiba (LeT), as a Foreign Terrorist Organisation (FTO) and Specially Designated Global Terrorist (SDGT). The announcement, made by US Secretary of State Marco Rubio, marks a critical step in holding the perpetrators and backers of cross-border terrorism accountable.

The decision comes less than three months after the TRF claimed responsibility for the brutal assault on civilians in Pahalgam, which left 26 people dead—most of them tourists visiting the scenic Himalayan town in South Kashmir. It was the deadliest civilian terror attack on Indian soil since the 2008 Mumbai carnage, also carried out by LeT.  The Pahalgam massacre triggered widespread outrage and diplomatic condemnation, prompting urgent calls for a global crackdown on the terror infrastructure operating from across the border. In a strongly-worded statement issued by Secretary Rubio, the US State Department cited the TRF’s admitted role in the April 22 incident as well as its continued involvement in terrorist activities targeting Indian security forces throughout 2024 and 2025. “Today, the Department of State is adding The Resistance Front (TRF), a Lashkar-e-Tayyiba (LeT) front and proxy, as a designated Foreign Terrorist Organization (FTO) and Specially Designated Global Terrorist (SDGT),” the statement said.

Rubio emphasized that the designation reaffirms the Trump administration’s commitment to global counter-terrorism and national security.  “This designation sends a clear message that the United States stands firmly against any form of terrorism, and especially those groups that seek to destabilize regional peace by targeting innocent civilians. The United States will continue to stand by its partners and pursue justice for victims of such barbaric acts,” Rubio stated.

The legal move effectively freezes all assets the group may hold under US jurisdiction and prohibits any American citizen or entity from supporting or engaging with it. In addition, TRF and its aliases have now been appended to Lashkar-e-Tayyiba’s existing FTO and SDGT designations under Section 219 of the Immigration and Nationality Act and Executive Order 13224. The designation, experts believe, is a direct blow to Pakistan’s long-denied strategy of using proxy militant outfits in Jammu and Kashmir under the garb of indigenous resistance. TRF, which emerged in 2019 in the aftermath of India’s abrogation of Article 370, had been projected by Islamabad-backed propaganda as a ‘homegrown’ entity. However, multiple international intelligence assessments, including those shared with the United Nations, have conclusively established its direct operational and financial linkages to Lashkar-e-Tayyiba.

India Welcomes US Move, Calls It “Timely, Important”: Responding swiftly to the US decision, the Government of India on Friday welcomed the move, terming it a strong affirmation of India-US cooperation in the global fight against terrorism. In a statement, the Ministry of External Affairs (MEA) said, “We acknowledge and appreciate the leadership of Secretary of State Mr. Marco Rubio in this regard. The designation of The Resistance Front (TRF) is a timely and important step reflecting the deep cooperation between India and the United States on counter-terrorism.” The MEA reiterated that TRF is not an isolated or spontaneous group but a proxy for Lashkar-e-Tayyiba, which has long been responsible for deadly attacks across India, including the 2001 Indian Parliament attack and the 2008 Mumbai attacks. “The TRF, a proxy of the Pakistan-based terrorist organisation Lashkar-e-Tayyiba (LeT), has been involved in numerous terror-related activities, including the heinous attack on civilians in Pahalgam, Jammu and Kashmir, on 22 April 2025, for which it twice claimed responsibility,” the MEA said. The ministry further added that India has consistently pressed for dismantling of global terror infrastructure and closer collaboration among countries to bring perpetrators to justice. “India remains committed to a policy of zero tolerance towards terrorism and will continue to work closely with its international partners to ensure that terrorist organisations and their proxies are held accountable,” the statement concluded.

Jaishankar Says “India’s Zero Tolerance Against Terrorism Greatly Acknowledged”: External Affairs Minister Dr. S. Jaishankar also took to social media platform X (formerly Twitter) to express India’s appreciation for the US decision. “Appreciate SecRubio and @StateDept for designating TRF, a Lashkar-e-Tayyiba (LeT) proxy, as a Foreign Terrorist Organisation (FTO) and Specially Designated Global Terrorist (SDGT). It claimed responsibility for the April 22 Pahalgam attack. Zero tolerance for terrorism,” Jaishankar wrote. Jaishankar had earlier raised the Pahalgam attack during the Shanghai Cooperation Organisation (SCO) Council of Foreign Ministers Meeting held in Tianjin. Describing terrorism, separatism, and extremism as the “three evils” often working in tandem, he had called on the SCO member nations to adopt a unified and uncompromising stance against such threats. “Recently, we in India witnessed a graphic example in the terrorist attack in Pahalgam on 22 April 2025. It was deliberately conducted to undermine the tourism economy of Jammu and Kashmir, while sowing a religious divide,” Jaishankar said. He highlighted the unanimous condemnation issued by the United Nations Security Council, which demanded that those responsible for the attack—its perpetrators, financiers, and organizers—be held to account.

TRF’s Violent Footprint: The Resistance Front has claimed multiple attacks in Jammu and Kashmir since its emergence, often targeting security forces, political workers, and migrant labourers. While initially attempting to mask its foreign links, intelligence agencies uncovered TRF’s deep-rooted connections to LeT commanders based in Pakistan-occupied Kashmir. In recent years, TRF has taken credit for a series of grenade and rifle attacks in Srinagar, Sopore, Pulwama, and Anantnag, often releasing propaganda videos and communiqués via encrypted messaging platforms. However, the group’s notoriety peaked with the Pahalgam massacre, which shocked the world due to its sheer brutality and scale. The April 22 attack occurred at the peak of Kashmir’s spring tourism season, with militants targeting a popular riverside picnic spot near Lidder River. Armed assailants opened fire on tourist buses and private vehicles, indiscriminately killing 26 people, including children, women, and foreign nationals. The assault was seen as a direct attempt to cripple Kashmir’s nascent tourism revival and foment communal tension.In the days following the incident, TRF issued multiple statements on Telegram channels claiming responsibility, describing the attack as “retaliation” against what it termed as “occupation forces and collaborators.” The Indian Army and security agencies swiftly launched retaliatory operations in the Anantnag and Pulwama sectors, killing at least 13 militants believed to be linked to the attack.

Global Repercussions, Diplomatic Messaging: The US move comes amid growing global recognition of Pakistan’s duplicity in combating terrorism. While Islamabad continues to claim it is a victim of terror, Western intelligence agencies and UN monitoring reports have repeatedly accused it of providing safe havens and logistical support to groups like LeT, Jaish-e-Mohammed (JeM), and their various offshoots. Strategic analysts suggest that the US designation of TRF could serve as a precedent for similar actions by European Union member states and other democracies. “Designating TRF as a terror outfit closes the space for diplomatic deniability. It clearly establishes that the group is not ‘resistance’ but part of a transnational jihadist network headquartered in Pakistan,” said Dr. Anil Bhatnagar, a former Indian intelligence official and current security expert. The designation also places greater scrutiny on Pakistan’s compliance with the Financial Action Task Force (FATF) requirements. While Islamabad was removed from the FATF grey list in 2023, there are growing calls for re-evaluation in light of continued terror financing from within its territory.
