DC directs timely execution, monitoring, effective fund utilization for infra development

Budgam | :  District Development Commissioner (DDC) Budgam, Dr. Bilal Mohi-ud-Din Bhat Monday chaired a comprehensive meeting in the New Conference Hall, DC Office Complex Budgam to review the progress of key infrastructure projects being executed across the district, including those funded under NABARD and other major schemes.

The meeting was convened to assess implementation across sectors viz. Roads and Buildings (R&B), Jal Shakti, Housing, Health, Education, and Public Health Engineering. A detailed abstract of schemes revealed the performance status, including the number of approved works, funds released, expenditure incurred, and completion rates.

The chair was apprised that under JJM, 59 schemes with an approved cost of Rs.37219.97 lakh, of which Rs.24143.39 lakh has been released and fully utilized, with 24 schemes completed and 35 under progress. Under NRDWP, 3 schemes have been completed with 100% expenditure, UT-funded schemes show a utilization rate of 100% as well, with a majority under execution.

Other departments presented similar updates, highlighting the scale and financial status of ongoing infrastructure development in Budgam.

DDC emphasised the need for timely execution, strict monitoring, and monthly progress reviews to address bottlenecks and ensure delivery of quality infrastructure to the public.

He urged the concerned departments to avoid delays in execution and submission of Utilization Certificates (UCs), while also laying stress on physical verification of completed works.

DDC directed concerned officials to expedite the forest and revenue clearance procedures, besides other disputes to facilitate smoother development processes for the benefit of the community.

He emphasized the necessity of inter-departmental coordination to address the developmental bottlenecks of any while executing the projects.

Dr Bilal stressed the importance of completing projects that are nearing their cutoff timelines and urged executing agencies to prioritize physical and financial progress.

The meeting also involved extensive discussions on issues related to fund flow.

Concerns regarding the slow progress of works were thoroughly examined to identify actionable solutions.

DDC also emphasized the timely completion of key tourist destinations in the district, aiming to boost the local tourism economy

He reiterated that district administration’s commitment towards transforming Budgam through mission-mode infrastructure development, ensuring transparency, efficiency, and public accountability.

The meeting was attended by SE R&B Circle Budgam, SE Hydraulic Circle Budgam, SE PHC Srinagar, Chief Medical Officer, Deputy General Manager, Housing Board Srinagar, representatives of Education department, and other concerned Officers.
