UT framework restricts development funding across J&K projects: Dy CM

Says “ Elected Govt Will Resolve Demands Of Genuine Contractors”

Srinagar: Deputy Chief Minister Surinder Choudhary on Tuesday said the elected government is committed to addressing the genuine concerns of contractors, but reminded them that the Union Territory framework restricts development funding across Jammu and Kashmir projects.
He said that while developmental responsibilities remain with the government, financial allocations are shaped by the current administrative framework and must be managed accordingly.
Speaking to reporters here, Choudhary said he was there as the in-charge minister to review ongoing work, meet with contractors, and understand the issues they are facing. He said several contractors raised concerns related to payments and card renewals, and that he had directed officials to take appropriate steps to address them.
Choudhary said the elected government under the leadership of Chief Minister Omar Abdullah carries the responsibility of fulfilling the expectations of the people.
“While some shortcomings exist, many positive developments have taken place,” he said.
The Deputy CM expressed hope that the pending issues would be resolved before his next visit in ten days. He added that if the Chief Minister is actively monitoring the administration, the officers should be equally alert in carrying out their duties.
Choudhary said that with the Darbar move in Kashmir and several new project packages under schemes like PMGSY and PWD, the government is working on a fast track to implement projects.
“Although some work has been temporarily affected by rain, the government remains focused on meeting public expectations,” he added.
On the issue of contractor protests over pending payments and implementation of legislative proposals, Choudhary said that while some individuals are inclined towards protest, the administration is ready to listen to and resolve genuine grievances through dialogue.
“The government is not afraid of protests but believes that peaceful discussion is the appropriate way to resolve issues,” he said..
The Deputy CM urged contractors to consider the financial limitations of a Union Territory and to raise concerns with the administration instead of resorting to agitation. He said that if the work has been completed as per the tenders, the government must make payments.
Choudhary said Jammu and Kashmir belongs to all its residents, and both regions must move forward together. “Cooperation between contractors and the administration is essential to ensure development continues without disruption,” he added
