Though spirits of good governance demands that conveniences of the people are preferred over the conveniences of the public functionaries including bureaucrats, ministers and legislators but in Jammu & Kashmir bureaucrats, ministers and legislators unfortunately take more care of their own conveniences and less of the conveniences of the people more so in case shifting key public offices decade after decades in twin capital cities Srinagar and Jammu.. Experiences of decades have shown that whether it is shifting of public offices from one location to the other or the creation of new public facilities the interests of the common people have not been accorded the priority they demand and deserve. It merits a mention here that during reign of previous popular governments of erstwhile Jammu & Kashmir state the divisional head offices of several departments were built at some news places in twin capital cities Srinagar and Jammu without taking care of the travelling conveniences of the people. Worth mentioning is the fact that physical convenience of such public offices to people of all the districts has to be a priority for the purposes of the access of people to the authorities who are approached for the resolution of public issues concerning delivery of basic social services in both Kashmir valley and as well as Jammu division. Since most of the new venues of some top government offices are located at inaccessible places both in summer capital Srinagar and as well as winter capital Jammu, the people are irritated more due to the new location of such key offices than the quiescent approach of the authorities in hearing the grievances of the people concerning delivery of public services in different districts of both Kashmir valley and Jammu division. Since the conveniences revolve around public interest in one way or the other, the public conveniences is by all standards of understandabilities an integral part of public interest and custodians of public interests should ensure that public convenience is not in any way compromised more so in case of the location of new offices . Public convenience is not a matter of the administrative wisdom of a particular department or a particular public functionary but it is a matter of public debate and a collective decision on shifting the venue of a particular divisional or district office in any part of Jammu & Kashmir. Unfortunately headquarters of some top government departments changed to new locations in Srinagar the summer capital and Jammu the winter Capital are inaccessible to people due to reduced transport facilities.
