Provocation amid peace overtures

Even naives understand that elected representative but not the uniformed men are best suited to respond to the protests of the angered populations and henceforth better for the uniformed men including the likes of army chief General Bipin Rawat, 15 Corps Commander Lt General J S Sandu and IGP(Kashmir Range) Muneer Ahmed Khan to leave it to the political leadership to talk about the future course of actions on policy decisions over both the law and order situation and as well as peace initiatives in Jammu & Kashmir state.
In a democracy though elected people have a right to talk on policy decision but uniformed men talk more on the current situation in Kashhmir than those elected people running the affairs of the government in Jammu & Kashmir. Though every policy decision on internal external security in Jammu & Kashmir is undoubtedly the domain of the central government and keeping in view the institutional and administrative responsibilities the right to propagate and defend the policy decisions of the central government on internal security in Jammu & Kashmir lies with the elected state government. However the army commanders and top police officials entrusted the responsibility of dealing with internal security situation in Kashmir are not overstepping their authority to talk on the policy decisions related to internal security matters but are issuing provocative statements which even naives understand can prove detrimental for the law enforcement in restive parts of Kashmir valley. Latest such provocative statement has come from Lt General J S Sandhu the 15 Corps Commander and Muneer Ahmed Khan the Inspector General of Police (Kashmir Range) who in a joint press conference have said that operations against the militants would continue despite dialogue. As the Union ministers including Home Minister Rajnath Singh and Finance Minister Arun Jaitely have been reiterating central government’s decision to continue anti-militancy operations even after the attempts of political reach out by Delhi’s new point man Dineshwar Sharma are continuing in both Kashmir and Jammu divisions of the state, both 15 Corps Commander J S Sandu and IGP (Kashmir Police Range) Muneer Ahmed Khan have needlessly spoken on the decision over which union ministers holding key portfolio have made categorical statement in past few days.
In fact the pro-active statements of the army commanders and top army officials show disrespect to the highest civilian offices run by the elected representatives both at the centre and in the state. Recently three time former Chief Minister and two time former Union Minister Farooq Abdullah publicly questioned the authority of the army chief General Bipin Rawat to issue provocative statements on policy decision over the current situation in Kashmir.
