Performance Apraisal For Advocates, Public Prosecutors

“With the launch of this performance appraisal system for Government Advocates and public prosecutors the non performing advocates can be even shown the door”

Sensing that accountability of Government advocates and public prosecutors deserves no less attention than the accountability of the law officers tasked the job of expediting quick disposal of cases filed against the Government in different courts across Jammu & Kashmir and Ladhak the Government has for the first time constituted a high powered committee headed by Principal Secretary Home to review performance of both the Government advocates and as well as public prosecutors. The committee has been asked not only to review the performance of Government Advocates and Public Prosecutors but to also suggest remedial measures. With the launch of this performance appraisal system for Government Advocates and public prosecutors the non performing advocates can be even shown the door and performing advocates can be engaged for the purposes of quick disposal of the cases filed against the Government years ago across Jammu & Kashmir and Ladhak. Since the Committee has been also mandated to monitor the working of Government Advocates and Public Prosecutors, the grievances about rising pendency of cases can be also reduced in coming few months. Given the fact that committee has been further mandated to meet at regular intervals obviously with the intent of reviewing the performance of Government Advocates and Public Prosecutor, the progress in the disposal of the cases filed in different courts is also likely to come under scanner before this high powered committee.

“As the motive of appointing a high powered committee headed by Principal Secretary, Home Department is to increase the effectiveness, efficiency and accountability of judicial services, the regular review and monitoring of the Government and Public Prosecutors by the said high powered committee would most likely improve case management procedures and practices within the judiciary and consequently improve governance practices as well. The formation of the high powered committee headed by Principal Secretary Home  and the mandate given to it shows Government’s concerns for effective judicial evaluation mechanism which would for all practical purposes give tremendous strength to delivery of justice.”

Since most of the cases pending disposal for a long time in different courted are connected with the service matters of either  the Government employees or the select lists of the top recruiting agencies J&K SSB (Jammu & Kashmir Services Selection Board ) and J&K PSC (Jammu & Kashmir Public Service Commission) the regular monitoring of the working of Government Advocates and Public Prosecutor would bring respite to both the Government employees and as well as the job aspirants across Jammu & Kashmir and Ladhak.  As the motive of appointing a high powered committee headed by Principal Secretary, Home Department is to increase the effectiveness, efficiency and accountability of judicial services, the regular review and monitoring of the Government and Public Prosecutors by the said high powered committee would most likely improve case management procedures and practices within the judiciary and consequently improve governance practices as well.
