A Season Of Violations At Private Schools In Kashmir

In a short span of two days a local court stayed the order obviously due to laxity shown by the court in contesting the case against the school.

Private schools are undoubtedly questioned and asked to reply notices either on fee they charge without the consent and approval of the competent authority or the admission they deny for even nursery classes but since the shifting of examination timing from November to March they tend to violate all rules and regulations in March and April Month either in charging admission fee or in holding written tests for admissions to pre-primary class. Recently Director School Education Kashmir withdrew recognition to Foundation World School Budgam for non cooperation with an inquiry team constituted by the Government to look into public complaints against the school but in a short span of two days a local court stayed the order obviously due to laxity shown by the court in contesting the case against the school. Had  the Government been serious in dealing with the school management for non cooperating with an inquiry team of the school education department, the order on withdrawing recognition to the schools won’t have been stayed in short time by the court . Had the Government also been really serious about the misuse of power and authority by the private schools, the school’s affiliation with the J&K Board Of School Education would have been also suspended for the purposes of making the school management accountable. While the arrogant school management has mustered the courage to keep on waiting the inspection team headed by Chief Education Officer (CEO) Budgam from 10.00 A. M in the morning till 5.00 P.M in the evening in the school premises, the School Education Department has not shown any seriousness in contesting the case of non cooperation against the school management in the court of law.

“Reducing regulation of fee structure and functioning of private schools to just notices and warnings won’t end the endless cycle of exploitation at private schools but strict enforcement of admission procedures and admission fee guidelines besides penalty for schools forcing students to buy books from selected bookshops could probably bring long awaited respite to both the parents and as well as students in both Kashmir Valley and as well as Jammu division.”

Not only Foundation World School but many more schools have been issued notices by both Directorate of School Education Department and as well as Fee Fixation and Fee Regulation Committee (FFRC) on allegedly hiking the admission fee and prescribing books not recommended by J&K BOSE but the actions by both FFRC and as well as School Education Department have been just reduced to notices. As the admissions for the pre-primary classes have begun almost a week ago, the private schools have fearlessly started fleecing gullible students and parents in the name of admission fee with some schools calling it “developmental fee”.
