Srinagar: Under the guidance of the Chief Justice of High Court of J&K and Ladakh, & Patron in Chief JK Legal Services Authority, Justice N. Kotiswar Singh; and Executive Chairman Justice Tashi Rabstan, the District Legal Services Authorities of Kashmir Division on Saturday organised 1st Lok Adalat of the year to settle the cases amicably among the litigants. The Cases for settlement included cases of Civil, Criminal Compoundable, Cheque bounce, Bank matters, MACT, Land Compensation, Matrimonial, Electricity and Pre-litigation matters.
At Baramulla, District Legal Services Authority (DLSA) in collaboration with Tehsil Legal Services Committees of Baramulla, held National Lok Adalat at District Court Complex Baramulla as well as at Tehsil headquarters. The Lok Adalat was held under the chairmanship of Mohammad Ashraf Malik, Principal District & Sessions Judge and under the supervision of Iqbal Ahmad Akhoon, Secretary District Legal Services Authority, Special Mobile Magistrate Baramulla. During the course of the Lok Adalat Pre-Litigation cases like NI Act under Section 138, Bank Recovery, Labour disputes, Electricity and Water bills and others were taken up for the resolution. Also, cases that were pending in courts including Criminal Compoundable offence, NI Act under section 138, Bank Recovery, MACT, Land Acquisition, Matrimonial and other civil cases were brought before the Lok Adalats for amicable settlement. While inaugurating the Lok Adalat, Mohammad Ashraf underscored Lok Adalat’s significance in resolving disputes outside conventional court systems and highlighted the effectiveness of the Lok Adalats in resolving substantial, long-pending cases that have been lingering in courts for long periods. The Lok Adalat comprised 08 Benches in District Baramulla with 04 benches at DLSA Baramulla and 01 Bench each at Sopore, Tangmarg, Uri and Pattan. A total 1103 different cases/ matters were taken up in which 774 different Cases/matters were amicably settled. An amount of Rs. 4,56,26,515 was realized through the settled cases.
At Budgam, the National Lok Adalat was inaugurated by Khalil Ahmad Choudhary Principal District & Sessions Judge and Chairman District Legal Services Authority Budgam, at District Court Complex Budgam. Each Court had identified cases for Lok Adalat beforehand and same were placed before Six different benches constituted by DLSA Budgam for their settlement in National Lok Adalat. Cases for settlement included cases of Civil, Criminal Compoundable, Cheque bounce, Bank matters, MACT, Land Compensation, Matrimonial, Electricity and Pre-litigation matters. Further, Pre-litigation matters were taken up, which included PDD matters, bank recovery matters, PHE cases, Social Welfare Schemes, Labour, Revenue, Matrimonial disputes, land disputes, BSNL cases, municipality cases and other Government schemes etc.Nonetheless, a total number of 1152 matters were taken up for their amicable settlement, out of which 427 matters were settled. Besides, an amount of Rs 43735701 was realized in total in the settlement.
At Kulgam, National Lok Adalat was held on Saturday in District Court Complex Kulgam, and other Taluka Courts of District Kulgam under the Chairmanship of Mohd Ashraf Bhat, Pr. District and Session Judge and Chairman District Legal Services Authority, Kulgam. National Lok Adalat was inaugurated by Pr. District and Session Judge Kulgam in presence of Presiding Officer Fast Track Court Kulgam, Chief Judicial Magistrate Kulgam, Sub Judge/Secretary District Legal Services Authority Kulgam, and Additional Mobile Magistrate Kulgam. During the Lok Adalat, five Benches were constituted, three at Head quarter & one each at D. H. Pora and Qazigund. 332 cases related to MACT Cases, Family Disputes, Revenue cases, Traffic Challans, Bank Cases, Electricity cases, and Water bills were taken up. Out of which 74 cases were amicably settled while an amount of Rs.4800992 was awarded in different cases.
At Kupwara, the said Lok Adalat was held under the supervision of Chairperson, District Legal Services Authority and Pr. District & Session Judge, Kupwara, Shazia Tabasum and guidance of Secretary, DLSA Kupwara, Manzoor Ahmad Khan. Four Benches were constituted for the Lok Adalat comprising of Presiding Officers and members for the amicable settlement or compromise of the cases. A total number of 458 cases were taken up by all the benches, of which 327 cases were disposed as settled on spot by intervention of the benches and by participation of the lawyers and litigants. A total sum of Rs. 45,23,400 was awarded to the aggrieved parties by settlement during the said National Lok Adalat. Lawyers and litigants participating in the Special Lok Adalat expressed their joy in early disposal of the cases through mutual settlement and appreciated the arrangements of the Special Lok Adalat.
At Shopian, 1st National Lok Adalat was held at District Court Complex Shopian under the Chairmanship of Riaz-Ul-Haq Mirza, Chairman District Legal Services Authority and Principal District & Session Judge, Shopian. For the said National Lok Adalat, 03 Benches were constituted by the DLSA during which a total no of 222 Cases related to recovery suits, Traffic Challan’s, Civil Cases, MACT Cases, Matrimonial Cases, Criminal Compoundable cases and other civil cases were taken up, out of which 83 Cases were settled amicably with a settlement amount Rs.73,69,418.

Rs. 1.43 lac cases settled in 1st National Lok Adalat held across J&K
Srinagar/Jammu: Continuing with the resolve to provide quick, affordable and hassle free resolution of disputes as mandated under Constitution of India, First National Lok Adalat of the calendar year 2024 was held on Saturday throughout the U.T of J&Kunder the patronage of Justice N. Kotiswar Singh, Chief Justice, High Court of J&K and Ladakh (Patron-in-Chief, J&K Legal Services Authority) and dynamic mentorship of Justice Tashi Rabstan, Executive Chairman, J&K Legal Services Authorityas also under the able guidance of Justice Sindhu Sharma, Chairperson, High Court Legal Services Committee.
Chief Justice inaugurated the National Lok Adalat at District Court Complex Srinagar in august presence of Justice Javed Iqbal Wani, Judge, High Court of J&K and Ladakh (Administrative Judge, District Ganderbal) and M. K. Sharma, Principal Secretary to the Chief Justice. The Pr. District & Sessions Judge, Srinagar Jawad Ahmed alongwith other Judicial Officers, Deputy Commissioner as well as SSP Srinagar received the dignitaries and a Ceremonial Guard of honour was accorded to the Chief Guest. During the Lok Adalat,Chief Justice inspected different benches and interacted with the Presiding officers, members of the benches, Advocates and litigants.A couple of matrimonial cases were settled on the spot with the intervention and advice of the Chief Justice.
In the afternoon, the Chief Justice alongwith Justice Javed Iqbal Wani, also visited District Court Complex Ganderbal to have first-hand information regarding the progress of Lok Adalat. During inspection of the Lok Adalat, the Chief Justice found that there were a couple of cases which could be settled amicably by the party who were adamant on their respective pleas.
The Chief Justice intervened and had ice breaking interactive session with the parties due to which the said cases were amicably settled on the spot. While interacting with the Judicial officers, Lawyers and Litigants the Chief Justice highlighted the benefits of settlement of disputes through ADR Mechanis Speaking on the occasion, Justice Javed Iqbal Wani emphasized that matrimonial disputes among the parties have taken a shape of monster in the society and the parties should take maximum benefit of lokAdalats in resolving these disputes which is not only cost effective and affordable but also ensures quick and amicable settlement of disputes besides saving a family from disintegration.
Likewise, Justice Tashi Rabstan, Judge, High Court of J&K and Ladakh inaugurated National Lok Adalat at District Court Complex Reasi in presence of Justice Mohd. Akram Chowdhary, Judge, High Court of J&K and Ladakh (Administrative Judge, District Reasi) and Amit Kumar Gupta, Member Secretary, J&K Legal Services Authority.
Pr. District & Sessions Judge, Reasi, Sonia Gupta along with Deputy Commissioner and other Judicial Officers received the Chief Guest. A ceremonial guard of honor was accorded to the Chief Guest. With the intervention of Justice Tashi and Justice Mohd. Akram Chowdhary, two matrimonial cases and one MACT case were settled on-spot. In his address, Justice Tashi appreciated the role of Judicial Officers, Advocates, Insurance Companies, Bank Authorities, Civil and Police Administration in participating in the Lok Adalat. He said that all the stakeholders are obliged under law to work in coordination in organizing LokAdalats to achieve the object of Legal Services Authorities Act in providing relief to the Legal Aid Seeker. Justice Mohd. Akram Chowdhary while speaking on the occasion stated that the holding LokAdalats does not mean that the Judiciary shirks from deciding cases but it shows that the courts want the parties to settle their disputes amicably as it places both the contesting sides in a win-win situation.
This ensures peace in the society and saves relationship between the parties. On this occasion, Justice Tashi also inaugurated a recently revamped Legal Aid Care & Support Centre at Pouni,Reasi.
As per the information received from different Legal Services Institutions of various districts of J&K, out of total1,52,551 cases taken up by 110 Benches in the day long National Lok Adalat at various courts across the J&K, 1,43,406cases were disposed of as settled and an amount of Rs. 51,62,62,618/- was awarded as compensation/settlement amount in Motor Accident Claims, civil, criminal, labour disputes, Electricity and Water Bills cases, Land Acquisition, Family matters, cheque dishonor and Bank Recovery cases.
Talking to media persons at Reasi, the Member Secretary, J&K Legal Services Authority appreciated the efforts of all the Judicial Officers, Secretaries DLSA’s, Advocates, staff of the district and tehsil courts as well as Legal Services Institutions as also litigants for their whole hearted participation in the National Lok Adalat. He also highlighted the role of Para Legal Volunteers and the media, both print and electronic, in creating and spreading awareness amongst the masses regarding the initiatives of Legal Services Authority and about welfare schemes launched by the Govt. and Legal Services Authority.
He further informed that the 2nd National Lok Adalat is scheduled to be held on Saturday, May11, 2024.
163 cases settled in National Lok-Adalat held at Pulwama
Pulwama: 1st National Lok-Adalat of 2024 was on Saturday held in District Court & other Sub-ordinate courts of District Pulwama under the Chairmanship of Naseer Ahmad Dar, Chairman District Legal Services Authority and Pr. District & Sessions Judge, Pulwama and under the supervision of Susheel Singh Secretary DLSA Pulwama.
The Lok-Adalat was inaugurated by PDJ Pulwama while the function was attended by Judicial Officers of District Pulwama.
With the concerted efforts of all presiding officers of courts, cooperation rendered by the learned advocates and officers of various government departments, insurance companies and banking institutions the LokAdalat was held smoothly and successfully.
A total number of 513 cases were taken up by five benches in the district out of which 163 cases were settled in the said Lok-Adalat.
An amount of Rupees One Crore Twenty Six Lakhs Forty Thousand and One Hundred was awarded as settlement amount in all cases including award of Rs. 38,09000 in 4 MACT Cases.
DLSA Kathua organises 1st National Lok Adalat of calendar year 2024
Kathua: As per the Action Plan issued by J&K Legal Services Authority and under the radiant guidance of Ashok Kumar Shavan, Chairman District Legal Services Authority, (also Pr. District & Sessions Judge, Kathua), the 1st National LokAdalat of the calendar year 2024 was held at District Court Complex Kathua on Saturday.
Chairman, District Legal Services Authority, Kathua (also Pr. District & Sessions Judge, Kathua) Ashok Kumar Shavan, inaugurated the National Lok Adalat.
The National Lok Adalat started with the lighting of the ceremonial of Lamp. The Chairman, in his address to the mammoth gathering, threw light on the purpose of holding the National Lok Adalat.
Four Benches were constituted for settling the referred case. The Bench No. 1 comprised Ashok Kumar Shavan, Principal District & Sessions Judge, Kathua and Cheena Sumbria, Munsiff JMIC, Kathua; Bench No. 2 consisted of Swati Gupta, Chief Judicial Magistrate, Kathua and Neena Thakur, District Mobile Magistrate, Kathua; Bench No. 3 included Jyoti Bhagat, Munsiff JMIC, Billawar and Jatinder Singh Bhadwal Advocate, Billawar; Bench No.4 consisted of Rimpi Rani, Munsiff JMIC, Hiranagar and Vijay Kumar President, Bar Association Hiranagar.
The 1st National Lok Adalat across the district hearing different kinds of matters included Hindu Marriage Act (HMA) cases, Motor Vehicle Act cases, MACT Cases, Bank Recovery (both pre- litigation and post-litigation) matters, Criminal Compoundable, and Traffic Challans.
A total number of 1104 Pre- Litigation (Bank Recovery Cases) and Post Litigation cases were taken up. The Lok Adalat resolved 26 Pre- Litigation Cases and 686 Post Litigation cases with a settlement of ₹1,07,33,030/ besides giving compensation to the Victims of accident cases.
National Lok Adalat: 520 Cases disposed of in Rajouri
Rajouri: As per the direction of NALSA, the 1st National Lok Adalat of this year was held on Saturday at District Court Complex, Rajouri and in all other Courts of the District under the Chairmanship of R.N Wattal Chairman District legal Service Authority Rajouri (Principal District & Sessions Judge) Rajouri.
Two benches were constituted to hear all types of cases.
The Bench No 1 was headed by Mehmood Choudhary ( Additional District & Sessions Judge Rajouri) and assisted by Khilat Bhat Advocate & Inderjeet Sharma Advocate. The Second bench was headed by Mahjabeen Akhter (District Mobile Magistrate (Traffic), and assisted by Sapna Kumari Advocate.
Similar benches were also constituted at Tehsil Level which were headed by the Presiding Officers of the respective Courts.
A total No. of 917 cases both Pre-Litigation and Post-Litigation were taken up of which 520 Cases were disposed of.
An amount of Rs 2,036,543 (Twenty Lakh Thirty Six thousand and five hundred forty three only) was realized as compensation.
From the court of Principal District & Sessions Judge, Rajouri & Additional District & Sessions Judge Rajouri, 71 MACT Cases were taken up out of which 63 were settled and amount of Rs. 37,015,000 ( Three Crore Seventy Lakh & Fifteen Thousand only) was awarded as compensation. Representatives of Banks, Advocates of different Insurance companies, Bar members, PLVs, Staff members, Litigants and a large number of people participated in the National Lok Adalat.
