DGP chairs high level meeting on implementation of new criminal laws

Officers asked to Identify resources, tools for implementation of new laws

Jammu: The Director General Jammu and Kashmir Police R.R. Swain on Wednesday led a high-level meeting at Police Headquarters to discuss the strategic implementation of recently passed criminal laws- Bharatiya Nyaya Sanhita (BNS), Bharatiya Nagarik Suraksha Sanhita (BNSS), and Bharatiya Sakshya (BS). Joint Director CBI, Viplav Kumar Choudhary, delivered a detailed Power Point presentation, highlighting the laws’ purpose, objectives, and key features.
At the meeting convened to identify necessary resources and tools for the laws’ efficient enforcement the DGP emphasized the importance of capacity building, training, and technological tools for investigation officers. He stressed on strategies to ensure effectiveness and achieve intended objectives. The DGP thanked Viplav Kumar for explaining the changes and objectives of the laws to J&K Police officers.
The laws, passed by the country’s parliament, focus on a paradigm shift in criminal laws from the ‘penal code’ to ‘justice code.’ They include provisions ensuring justice for the accused, victims of crime, and society. The laws modernize the investigation process using technology, with provisions for tackling militancy, organized crime, and advancements in modern and scientific technology.
The meeting observed that the laws incorporate provisions for increased punishment in certain offenses and introduce new offenses, such as those related to militancy, mob lynching, non-reporting of rash and negligent acts, crimes of snatching, ATM theft, Ponzi schemes, and leaked question papers.
The discussion during the meeting emphasized the significance of these laws in promoting justice and security. Officers provided suggestions for enhancing the effectiveness of the new laws compared to the old ones. The laws aim to bring about a shift in the philosophy and practice of criminal laws, ensuring justice for all stakeholders involved.
