Sparks Of Solar Power Revolution Set To Trigger Illumination In J&K

JAKEDA Powers Progress: 1,900 buildings solarized, generating 27.61 MW: Com Sec

In a transformative move towards sustainable energy independence, Chief Secretary Atal Dulloo spearheaded a pivotal meeting to evaluate the preparedness of   Jammu & Kashmir for the saturation of rooftop solar power installations on all government buildings by December 2025.  This visionary initiative, echoing the Prime Minister’s directive from the recent Chief Secretaries Conference in New Delhi, not only addresses Jammu and Kashmir’s pressing energy crisis but also sets the stage for a paradigm shift towards clean and renewable energy solutions. The urgency of this ambitious endeavor is underscored by the J&Ks dependence on the Central Government for an uninterrupted power supply, coupled with a staggering debt looming over Jammu and Kashmir Power Development Corporation Limited (JKPDCL). Despite power reforms, aggregate technical and commercial (AT&C) losses persist, making solar power an essential and sustainable solution. Chief Secretary Dulloo emphasized the environmental and economic benefits of solar energy, highlighting its cleanliness and cost-effectiveness.

“Jammu & Kashmir government offices have 22,494 registrations with a sanctioned load of approximately 486 MW.  “Over 1,900 buildings have already been solarized, demonstrating a cumulative capacity of 27.61 MW. Additional 300 MW could be generated by installing rooftop solar power plants on the remaining 20,000 buildings.”

The meeting, attended by key officials including the Principal Secretary of Finance, Commissioner Secretary of Science & Technology, CEO of JAKEDA, and other senior officers, laid the foundation for a comprehensive strategy. Dulloo’s directive to engage with major players like NHPC, NTPC, and SECI reflects a proactive approach to tap into market expertise. A proposed day-long workshop with industry leaders aims to generate interest and collaboration in this monumental task. Moreover, the government’s commitment to providing revolving funds and subsidies demonstrates a holistic approach to facilitate the successful implementation of the program. Dulloo’s call for a model contract and Detailed Project Reports (DPRs) for each district, coupled with a survey of identified buildings, sets the groundwork for a well-structured and efficient solarization mission. Commissioner Secretary of Science & Technology, CEO of JAKEDA Saurabh Bhagat told Kashmir Horizon that  Jammu & Kashmir government offices have 22,494 registrations with a sanctioned load of approximately 486 MW.  “Over 1,900 buildings have already been solarized, demonstrating a cumulative capacity of 27.61 MW. The initiative should target both Below Poverty Line (BPL) and Above Poverty Line (APL) segments, along with a special emphasis on hotels, private industries, hospitals, and offices. It will not only address immediate energy challenges faced by vulnerable communities but also empowers them to contribute to the larger goal of energy sustainability. The initiative seeks to encourage wider participation in the adoption of rooftop solar installations, ensuring that the benefits of clean energy are accessible to a broader spectrum of the population. Acknowledging the crucial role of businesses in the success of the solar mission, the government has to offer incentives to hotels, private industry players, hospitals, and offices. These entities should receive financial support and favorable terms for adopting rooftop solar power initiatives. This strategic move not only enhances the resilience of these establishments during power crises, especially in the winter months but also contributes to the overall success of the solarization mission. Meanwhile Jammu and Kashmir heavily relies on the Central Government for its power supply, making it vulnerable to disruptions and fluctuations. By harnessing solar energy, the Jammu & Kashmir can move towards greater energy independence, reducing its dependence on external sources. The traditional energy mix in the region, which includes a significant share of hydroelectric power, is not sufficient to meet the growing energy demands. Solar power is a clean and renewable energy source that contributes to a reduction in greenhouse gas emissions and mitigates the environmental impact associated with conventional energy sources. The J&K faces an ongoing power crisis, and despite power reforms, aggregate technical and commercial (AT&C) losses persist. Rooftop solar installations offer a decentralized and reliable source of energy, helping to stabilize the power situation and reduce transmission losses. The Power Development Corporation Limited (JKPDCL) is burdened with a staggering debt. Shifting to solar power can alleviate the financial strain on the power corporation, as solar energy systems have lower operational and maintenance costs compared to conventional power plants. Despite the operationalization of hydroelectric power projects, the energy allocated to Jammu and Kashmir remains insufficient to meet the growing energy demands. Rooftop solar installations provide an additional and sustainable source of energy, helping bridge the energy deficit. Embracing solar power aligns with global efforts towards sustainable development. By adopting clean energy practices, Jammu and Kashmir contributes to achieving sustainable development goals related to clean energy, climate action, and environmental protection. Strengthen policy frameworks and regulations to provide a conducive environment for solar energy adoption. Streamlined procedures, clear incentives, and supportive regulations can expedite the process. Skill Development: Invest in training and skill development programs to create a workforce capable of installing, maintaining, and managing solar power installations. This not only addresses unemployment but also ensures the long-term sustainability of the initiative. Coordinate with relevant authorities to integrate smart meters in tandem with solar power installations. This synergy allows for efficient monitoring, data collection, and seamless integration of surplus power into the grid. Explore opportunities for collaborations with private entities to enhance financial resources, technological expertise, and overall project efficiency. Public-private partnerships can accelerate the solarization mission while sharing the responsibilities and benefits. Admin should also launch extensive awareness campaigns to educate the public about the benefits of solar energy, dispel myths, and encourage widespread adoption. Knowledgeable and supportive communities can contribute significantly to the success of the initiative. They should also establish a robust system for continuous monitoring and evaluation of the solarization progress. Regular assessments can identify challenges early on, allowing for timely interventions and adjustments to meet set targets.
