Draft Panel For J&K Madrasa Board: Who are In, Who are Out?

“The draft committee lacking the association of  an expert of Islamic Studies background from any University has been given a very short time of few days to submit it’s report to Directorate Of School Education Kashmir as if Madrassa Board is to be constituted for Kashmir only and not both Kashmir and Jammu divisions”

Constituting a draft committee for the proposed Madrasa Board in J&K is a good beginning as such Madrasa Boards have been already established in many states of the country to regulate the working of Madrasas established for the purposes of giving both religious and as well as conventional quality educations to children of muslim community interested in pursuing advanced courses of Islamic education . Unfortunately not even a single expert from Islamic Studies Department of any university has been included in the Draft Committee constituted for this big purpose in Jammu & Kashmir. Including a higher secondary principal and few lecturers besides Coordinator Incharge Madrasas of the Directorate of School Education in the draft committee conveys a message that the committee is just a team of few lower rung officials of the School Education Department but not a team of experts from different academic backgrounds particularly the Islamic Studies background. Since the Madrassa Board is to be constituted for the whole Jammu & Kashmir Union Territory, the draft Committee should have been constituted by the Secretary School Education Department with a direction to submit a report to his office only but not the Directorate of School Education Kashmir or Directorate of School Education Jammu.  Since the draft committee lacking the association of  an expert of Islamic Studies background from any University has been given a very short time of few days to submit it’s report to Directorate Of School Education Kashmir as if Madrassa Board is to be constituted for Kashmir only and not both Kashmir and Jammu divisions, apprehensions about the hijacking of the draft committee by vested interests are spreading fast among the academicians and civil society groups both in Kashmir Valley and as well as Jammu division.  Had the draft committee been headed by Professor Of Islamic Studies Department of any university with inclusion of professors of other academic backgrounds like Mathematics / Home Science / Logic and Philosophy / General Studies / Science / Tib from different universities with a direction to submit a final report to Secretary School Education Department or Jammu & Kashmir Chief Secretary, the initiative would have been welcomed by professors and Islamic scholars of great repute and professional acumen .

“Administrative wisdom demands that Government quashes the present draft committee and reconstitutes a new one for the whole J&K Union Territory with any professor of Islamic Studies of any university as it’s head and professors of other academic backgrounds like Mathematics / Home Science / Logic and Philosophy / General Studies / Science / Tib from different universities as it’s other members. Preparing a draft for the Madrasa Board won’t by any standards of understandabilities just take the committee few weeks or a month but it will several months for the drafting committee to prepare a fool report for the constitution of a Madrassa Board in Jammu & Kashmir. Never forget that black sheep having sneaked into the private education sector decades ago have bad track record of spoiling any good initiative taken by the Government for the growth of quality education in Jammu & Kashmir and ultimately the onus of taking care of the larger public interests in establishing institutions like Madrasa Board lies on the Government in Jammu & Kashmir like several states and union territories of the country.”

Before the draft of the drafting committee presently reduced to a non-technical team of few lower rung officials of the School Education Department  evokes any criticism from Islamic scholar and academician  of great academic acumen, administrative wisdom demands that Government quashes the present draft committee and reconstitutes a new one for the whole J&K Union Territory with any professor of Islamic Studies of any university as it’s head and professors of other academic backgrounds like Mathematics / Home Science / Logic and Philosophy / General Studies / Science / Tib from different universities as it’s other members.
