Arbitrary Fee Hikes At Pvt Schools, Onus On FFRC

Though once more the arbitrary fee hikes by private schools has put the parents and students at the receiving end across Jammu & Kashmir but unfortunately and shockingly the increasing violations of fee structure norms by most of the private schools are not taken seriously by Fee Fixation and Rehulation Committee (FFRC) which parents say passes very trivial orders against the private schools violating fee structure norms. While the allegations are galore that Fee Fixation & Regulation Committee (FFRC ) does not show any assertiveness in it’s actions on the complaints filed before it over the violation of fee structure norms by private schools from time to time, the parents are also shocked over the quiescent approach of the twin Directorates of Schools Education Department in Srinagar and Jammu over the increasing arbitrary fee hikes by private schools across Jammu & Kashmir. Since hiking fee without the consent and approval of the J&K Fee Fixation & Regulation Committee (J&K FFRC) is a brazen violation of the standing rules set for regulation of fee structure in private schools, it is for the Chairman Justice (Retd) Sunil Hali to show assertiveness not only in issuing strict orders on genuine complaints of the hapless and helpless parents against the private schools over violation the fee structure norms but also take suo moto cognizance of the arbitrary hikes in fee structure by private schools. While the irrefutable fact is that Chairman FFRC has the power and authority to even call for intervention of the Director School Education Kashmir in case of Kashmir and Director Schools Education Jammu in case of Jammu region over strict enforcement of the orders passed by him against violation of fee fixation norms by private schools of Kashmir Valley or Jammu division, the laxity shown by Directors of School Education Of Kashmir and Jammu in enforcement of the FFRC orders against private shools has also put parents at the receiving end.

“The people particularly parents and the students would like Chairman J&K FFRC Justice (Retd) Sunil Hali to take a strong note of recent arbitrary hikes in the fee structures announced unauthorisedly by some private schools on their own whims and wishes without the consent and approval of the J&K Fee Fixation & Regulation Committee (J&K FFRC). After all reducing the increasing helplessness of both the parents and as well as the students over the arbitrary hikes in fee structures by private schools is the institutional, constitutional and administrative responsibility of the FFRC Chairman”.

While compromising the enforcement of orders over fee structure violations by private schools is tantamount to eroding the authority of FFRC by it’s Chairman, it is also an irrefutable fact that the onus of raising the standards of regulating the fee structure in private schools lies more on Chairman FFRC and comparatively less on the Directors of Schools Education of Kashmir Valley and Jammu division. The people particularly parents and the students would like Chairman J&K FFRC Justice (Retd) Sunil Hali to take a strong note of recent arbitrary hikes in the fee structures announced unauthorisedly by some private schools on their own whims and wishes without the consent and approval of the J&K Fee Fixation & Regulation Committee (J&K FFRC).
