Governance may have improved in Jammu & Kashmir but public expectations continue to rise with improvement in delivery of most of the public services with every passing day in both Kashmir Valley and as well as Jammu division. Never forget that improvement in the delivery of public services and public satisfaction are synonymous to each other .While improvement in the delivery of some of the public services has reached point of satisfaction across Jammu & Kashmir, the delivery of most of the key public services like power, water, sanitation, drainage, healthcare, education in Government Schools and roads is yet to reach point of satisfaction. Delay in actions on grievances of the people has though largely reduced in most of the districts in both Kashmir Valley and as well as Jammu division but still there are some districts both in Kashmir and Jammu division where quick responses to public grievances are not noticed well in time by the concerned Deputy Commissioners for the purposes of improving the delivery of public services. What matters the most is the fact that actions on public grievances for the purposes of improving the delivery of public services well in time reduce the governance deficit but actions when delayed on public grievances deepens the crisis of governance deficit. Though normalcy in Kashmir and unprecedented rise in the tourist footfall witness during last four years are the biggest achievements of the incumbent Government in Jammu & Kashmir but delays in the completion of the roads, flyovers and overhead bridges is a cause of concern keeping in view the fact that connectivity has more huge bearing on the movement of goods and services in Jammu & Kashmir than other parts of the country.
“With delivery of public services and journey of development changing the scenario of tourism, travel and development after bifurcation of Jammu & Kashmir into two union territories and abrogation of special status to erstwhile J&K state , the incumbent Government is moving forward with a plan to reduce the governance deficit and address grievances of people on the delivery of essential services and access to basic amenities of life” .
While frequent shutting down of Srinagar-Jammu highway is blocking the transportation of essential commodities to valley and movement of people to Jammu for pressing official engagements and trading activities during chilly months of winter, the greater focus on the completion of both the four lane Jammu-Srinagar express highway and as well as Udhampur-Baramulla train track would most likely ease the transportation of goods and services besides easing the movement of passenger and private transport services to Kashmir.
