As barely a month is left for the commencement of the harshest season of winter called “Chilla-i-Kalan” it is the time for Kashmir Valley’s provincial administration to take stock of the essentials the shortage of which attracts huge public criticism during winters across Kashmir the time when traffic on Jammu-Srinagar highway remains suspended for day’s together. What matters the most during the harshest period of winter called “Chilla-i-Kalan” is the availability of fuel (petrol & diesel) and LPG cylinders for domestic consumption in Valley and ultimately not only availability of fuel (petrol & diesel) at filling stations and LPG cylinders at retails outlets is a hard pressed matter but equally hard pressed matter is stocking of kerosene oil, Air Turbine Fuel (ATF), firewood and hard coke across Kashmir. Snow clearance operations and traffic management are the other two major challenges Government faces to maintain the supply of essential commodities and hassle free movement of traffic on the district routes connecting district headquarters with Summer Capital Srinagar. Unless and until the Plans approved for maintaining the supply lines are not successfully implemented, the fear of shortage in the availability of both the essential commodities and failures in the delivery of essential services always remains there. Despite implementation of power curtailment schedules during winter in Valley the power shortage is one single issue that attracts huge public criticism during winters in Valley and this does not head to any dead end till the end of the harshest period of winter towards the end of February every year. Never forget that stocking of supplies in Kashmir is a massive exercise for the Government which tries it’s best to stock the essential commodities for six months before the onset of winter after mid December every year and also maintain the movement of supplies from Jammu and other parts of the country to Kashmir Valley during fast approaching harshest period of winter.
While long duration power cuts don’t head to any dead this year also like the previous year, the winter preparedness of Kashmir’s provincial administration would be most probably judged by the implementation of the timeline fixed for stocking the essentials and regulation of traffic on Jammu-Srinagar highway. Still one ,month is left for the Kashmir’s provincial administration to plug the holes which it may find unfilled in the proposed timeline for stocking the essentials and regulating the traffic on Jammu-Srinagar highway during harshest period of winter in Kashmir valley.
