Anantnag : Deputy Commissioner Anantnag, Dr Basharat Qayoom,  chairs meeting of all district &sectoral officers to review the preparation  put in place for holding Jan Abhiyan.

At the outset, the Deputy Commissioner said that Jan Abhiyan is focused on Youth, Skill Development, Self Employment schemes, good governance initiatives alongwithNashaMukht and RozgarYukt Campaigns.

He stressed on the important role of PRIs in this campaign. He said that detailed orders outlining Nodal Officers and various tasks assigned to each have been issued and he will personally be monitoring achievement of targets.

He said that field functionaries particularly Tehsildars and BDOs will extend full cooperation to the Nodal Officers for achieving the targets.

He said the Back to Village Program is a flagship program of the Government and provides valuable feedback regarding implementation of schemes and government policies.

DC said that  every district  sectoral officer shall ensure that field functionaries are deployed and are  available to address public queries regarding schemes  and objectives  finalized in the previous B2V programs besides their achievements.

He said department wise deliverables are to be saturated as part of Jan Abhiyan and to completed by mandated timelines.

ACD, RDD Anantnag said that they are collating the list of all works planned under previous B2V programs and will ensure that  gaps are filled up before commencement of the program. He said that wall paintings will be put up in each Panchayat depicting the works completed under the previous programs as well as to spread awareness regarding Digital J&K and services being provided online.

LDM, AD Employment and representatives from Industries department were directed to ensure that all cases pending under PMEGP,  MUMKIN,  Tejaswini should be sanctioned.

The DC said that directions have already been issued in this regard to hold meetings with stakeholders and iron out any challenges in smooth implementation of these self employment schemes.

He said that the focus of B2V4 is on youth and self employment and any willing entrepreneur must be facilitated. He said that in every Panchayat, at least 15 people must be provided self employment opportunities. ACR was directed to spread awareness regarding ApkiZameenApkiNigraani.

The DC said that digitization of revenue services is a game changing initiative and people must be facilitated in accessing these services. He further said that land passbooks must be provided to all applicants during the Jan Abhiyan. There was focus on ensuring physical presence of revenue functionaries in offices. The DC said that timings and days on which functionaries are to be available in office must be conspicuously displayed in all patwarhalqas.

He said that saturation in public welfare schemes is an important focus area.  Health &Labour departments were directed to ensure saturation in PMSEHAT and E-Shram. Social Welfare was also directed to ensure coverage of any left out beneficiaries.

Besides, DC  said that afforestation is also an important part of the Jan Abhiyan. He directed DFOs to complete all preparatory plantations in winter plantation areas as well as carry out audit of summer plantation in non summer plantation areas.

The Deputy Commissioner directed Chief Education Officer to focus on bringing back all out of school children. He said that every child should have an opportunity for acquiring education and the department must ensure facilitation. He also laid focus on ensuring installation of biometric attendance systems in all schools and ensuring regularity of teachers.

The polytechnic colleges in the District have been directed to take up skill training of Health Staff and take up accreditation to NSDC / MSDE as well as complete all admissions.

Cooperatives have been directed to ensure training of 25000 cooperative members. Chief Horticulture Officer was directed to reach out to 10000 farmers under PM KUSUM.  Youth Services and Sports department was directed to ensure that games are organized in every Panchayat.

The meeting was attended by ADDC, ADC, CEO PDA, CEO KDA, JD Planning, SDMs, ACR, ACD, CMO, SEs, Principals of various GDCs and Polytechnics, LDM, Executive Engineers of various departments, CAO, CAHO, CHO, CEO, DD Fisheries, BDOs, AD Tourism, DSWO, AD Food among others.
