ADDC Ang chairs DLRC/ DDC meeting

Says “Credit facilitation to be taken up on priority, record jump in sanction/ disbursal of PMEGP cases due to concerted efforts”

Anantnag: The Additional District Development Commissioner (ADDC) Anantnag, Bashir Ahmad Wani Tuesday chaired the quarterly District Level Review Committee cum District Consultative Committee (DLRC/ DCC) meeting with all leading banks of the district to review the progress of credit lending and activities being taken up under RSETI.
The credit plan for the district was also reviewed at length on the occasion.
The ADDC said that due to the efforts of concerned officials, bankers have been instrumental in ensuring that genuine beneficiaries benefit from self-employment schemes. He said that the mechanism put in place in the district shall continue to be followed with the same vigour so that scheme benefits are extended to the deserving.
The LDM informed the ADDC that due to the concerted efforts of District Administration and Banks, a record of 2233 PMEGP cases have been sanctioned as compared to 900 cases sanctioned in the previous year.
The ADDC directed all the banks to ensure that the cases related to KCC in various departments must be vetted on a war footing basis and credit disbursed under sanctioned cases without any delay.
The chair was informed that 118 candidates have been trained by RSETI in the preceding months and of these, 100 have already established business units. 06 training programmes were conducted and 71 were financed by banks with a settlement percentage of 85.
LDM while briefing the chair about the progress and achievements made during the quarter said that priority sector advances and credit facility of Rs.1479.32 crores stand dispersed among 699932 beneficiaries against the yearly target of 2859.12 crores for 77303 beneficiaries thereby registering achievements of 52 percent.
He said in agriculture 44 percent achievements, in education 81 percent, in micro and small enterprises, crop loan 81 percent have been achieved till March 2022.
Progress under PMAY, PMJJBY and PMSBY were also discussed, Stand up India initiative taken by the Prime Minister of India with the objective to facilitate banks loan between one lakh to one crore at least one to ST, SC borrowers and one women per bank for setting up of green field enterprises were thoroughly discussed.
ADDC emphasized that the banks have to ensure lending particularly to beneficiaries of self-employment schemes and banks must sensitize their branch functionaries about minimum requirements and hassle free flow of credit.
Further there were thorough deliberations on sponsored cases and disbursed cases.
The ADDC while appreciating the progress of EDB reviewed the reasons for any difference between sponsored and sanctioned cases and passed strict directions to bank officials to increase vigil on subsidiary branches and ensure there is no denial of service on flimsy grounds.
Besides, banks were advised to improve the performance and ensure to conduct workshops /awareness camps for popularising the Stand-up India scheme in the district as the scheme is being monitored by a national level screening committee under the chairmanship of the Finance Minister.
He directed the Bank heads that credit facilities must be ensured without tactic delay and corruption free disbursement.
The ADDC also fixed timelines for banks to complete target lending. He said that the lending by banks is one of the primary drivers of investment in the economy and as such lending, particularly towards self-employment schemes, must be completed within fixed timelines.
Besides, he emphasised on the banks lagging behind the target to expedite the credit facilities under CSS and delay if any will be dealt seriously.
The meeting was attended by CAHO, DSHO, CHO and LDM besides various cluster heads from government and private banks and other senior officials.
