Training prog on registration of documents on NGDRS portal concludes

Jammu : On the directions of the Commissioner Secretary, Revenue, Vijay Kumar Bidhuri and as part of the capacity development program for registration staff, an extensive training programme was organised by the Registration department in association with Software Development Unit (SDU), NIC Pune across Jammu and Srinagar over the last 5 days.
Inspector General Registration, J&K, Additional Inspector General Registration Jammu/Kashmir, HoD, Software Development Unit (SDU), NIC Pune, Sub Registrars (SRs) and their dealing staff participated in the training sessions witnessing overwhelming participation. This was the first physical training session after recession of COVID-19 pandemic. The training had become inevitable especially for those SRs and their dealing staff who had been transferred to the Registration Department in the recent past and also for gaining familiarity with the new initiatives.
During these sessions, professionals of SDU Pune meticulously demonstrated the steps to be followed in the registration process to rule out any glitch / hiccup in the registration process for successful and hassle free registration. The steps shown included the uploading of the document, its DPI resolution, size and format, critical verification of payment details to avoid any evasion, taking up of photographs/finger prints of the concerned parties, pre-registration summary, printing of the final document, scanning/uploading of a deed document in a single file followed by its submission to the LRIS Portal for mutation purposes.
The SRs raised numerous issues in particular locking of e-stamp and getting stuck at any of the registration steps, attributed mainly to disruption in connectivity. These issues were discussed threadbare and corrective steps suggested to the SRs for completing the document registration seamlessly.
During the interactions, SRs made various suggestions for incorporation in NGDRS to make the online document registration more progressive and citizen friendly. The suggestions included introduction of online payment gateway system for registration fee, offline saving of client photos for uploading in the event of connectivity issues, linkage with LRIS, e-KYC authentication of parties through Aadhaar and PAN, linkage with Income Tax portal for automatic SFT and other requisite filings. SRs also requested for a search facility for documents registered on the SRO Login which has now been provided to each SR.
SRs also suggested that instead of having to scan and upload the entire document which is very arduous and time consuming, there should be a facility for auto-generation of the whole document along-with final order, which could be digitally signed or e-signed. They also suggested that Fingerprint system should be enabled in NGDRS to verify credentials of the parties, starting off maker and checker facility in NGDRS, shifting of acceptance of document to the penultimate step and payment of registration fee to the last step, refusal order intimation to be automatically sent to the Registrar concerned on the NGDRS portal, uploading (after sign+scan) file size to be increased up to 30mb. The SRs were assured that all their suggestions will be examined in right earnest in consultation with the Revenue Department and SDU Pune.
Exuding confidence and satisfaction over the working of NGDRS in J&K, Ajay Joshi, HoD, SDU,and NIC Pune observed that SDU Pune will continue to support the initiatives of the Registration Department for its full automation. He expressed willingness to train two officers of the Registration Department so that they can serve as Master Trainers for maintenance, implementation and sustainability of the JK NGDRS, implementation of various initiatives and maintenance of a pool of officers whose services could be utilized for capacity building of other officers/staff without creating a vacuum in the event of transfer or promotion of any SR or among those in the subordinate staff.
He also informed about sharing of certain interfaces with the J&K Registration Department to enable redressal of the primary registration-related issues of SRs at IGR level. He complimented the Revenue and Registration department for record number of registrations/revenue collection since the inception of NGDRS in J&K in September, 2020.
IGR, J&K apprised that under the illustrious and sagacious leadership of Commissioner/Secretary, Revenue Department, the Registration Department has stabilized its functioning, made registration 100% online and managed to emerge as one of the important revenue contributing entities in J&K. He added that many citizen friendly initiatives have already been taken and many more are on the anvil like checker and maker, Home visit module, PAN Verification, Aadhaar authentication, Instant Payment Gateway (IPG) for registration fee in addition to GRAS etc. He also informed that a team of officers from the Registration Department is visiting Pune, Maharashtra and Karnataka in the first week of May, 2022 to study the registration processes, procedures and practices which can be replicated in Jammu and Kashmir.
IGR J&K, while commending SDU Pune for their unflinching support to J&K NGDRS, expressed hope that such support is extended in future too. He also appreciated the hard work, industry and selfless efforts of SRs, which has resulted in a record number of registrations (84140) and revenue collection (Rs.499.11 Crore) in the FY 2021-22, representing a 37% increasein registrations and 52% increase in revenue collection over the FY 2020-21. IGR exhorted the SRs and their supporting staff to continue to work with missionary zeal for making the document registration more citizens friendly.
The participants expressed gratitude over the conduct of these training sessions which have enormously helped them gain familiarity and more clarity on the various aspects of document registration and broaden their horizons. The SRs requested that such programmes should be continued in future at regular intervals.
