DM stresses on promotion public usage of AZAN, Jan Bhagidari Portals; establishing of one model patwar khanna in each Tehsil

Doda : Deputy Commissioner Doda, Vikas Sharma Saturday took a detailed review of the key functions and status of the public service delivery system of the Revenue department, here at a meeting held in the conference hall.]
During the meeting, threadbare discussion was held with regard to the vital functions which include operationalization of patwar khaanas, implementation of SVAMITVA scheme, measures taken to locate missing revenue record, up-dation of important revenue documents on AZAN portal, monitoring and follow up of revenue court cases, monitoring of CLU portal, survey of Gair Mumkin Khads, conducting of DPC, conduct of anti encroachment drives, digitisation of revenue records, functioning of real time land transaction system, filling of vacant posts, and other important issues pertaining to the functioning of the revenue department.
It was informed that all patwar khanas have been operationalised in the designated areas. He asked the department to submit the PDF document which shall include the picture of the board highlighting the name of the patwar khaana and the Patwari sitting and working in the patwar building by Monday.
In addition to this the DC directed all the Tehsildars to submit the UC with regard to the funds released for the upgradation of Tehsil offices and patwar khaanas by 31st of March. He further asked them to submit the list containing the name of one patwar khaana which will be upgraded to model Patwar Khanas in each Tehsil of the district.
With regard to SVAMITVA, the DC constituted a Committee comprising ADC Doda, ACR, ACP to monitor the exercise of marking of boundaries of around 360 villages. The ACD was asked to keep the field functionaries in readiness mode for the smooth conduct of the marking exercise.
While discussing the missing revenue record , the DC asked ADC Doda to take up the matter with the central record room in Jammu for making available the missing masavis so that the same can be reconstructed.
The DC further asked the Tehsildars to fix the responsibility for the missing record, so that explanation can be sought from the erring officials. He also asked the Tehsildars to submit in writing whether they have taken up the issue formally or informally with the central record room.
DC also directed the Tehsildars to find out the status of the FIRs lodged under fire incidences in which it was informed that revenue records got gutted and submit the findings by coming Monday.
While assessing the updation of important revenue records on AZAN portal which includes latest Girdawaris, Jamabandis, Masavi and Mutations, the DC directed all the Tehsildars to submit the certificate in this regard mentioning village wise data uploaded on the portal, and also furnish list of the discrepancies, if any so that necessary action shall be initiated.
Besides, the DC directed the SDMs and Tehsildars to organise awareness programs on AZAN and Jan Bhagidari portals to motivate the public to benefit from the same. He further asked to also involve BDOs so that they shalldisseminate the information among the PRI members for mass publicity about the programs and its utility. He also directed them to document each event and submit the report about the same after every ten days.
Regarding revenue court cases, it was informed that all the cases have been uploaded on the designated portal. The DC directed to segregate the cases into revenue and non revenue category for effective monitoring by 31st of March. He further asked to ensure that all the fresh cases are disposed of in real time and also to expedite the disposal of pending cases.
In addition to this, he also asked them to follow the cases pending in HC and lower courts and file the objections wherever sought without fail.
While discussing the Change of Land Use portal, the DC was informed that only one application is pending as on date for which the DC asked to submit the details so that it shall be disposed of on merits.
In addition to this the DC also directed the Tehsildars to conduct anti encroachment drives in their respective areas of jurisdictions on weekly basis and submit a weekly report regarding coverage of land owners including their important documents so that the performance of the district shall be scaled up.
The DC also asked the Tehsildars to create a space in their existing offices which can be used as a record room, for which the funds will be made available to them. Besides, he asked to identify the land for the construction of the Tehsil office buildings which are working from the rented accommodation.The DC also directed to install CCTVs at least in the model patwar khaanas of each Tehsil.
The meeting was attended by ADC Doda, ADC Bhaderwah, ACR Doda, all SDMs, Tehsildars, and other concerned officials of the revenue department.
