DDC Kishtwar reviews progress under CAPEX Budget 2021-22

Emphasis laid on 100% expenditure to avoid lapse of funds

Kishtwar  : District Development Commissioner, Kishtwar Ashok Sharma Saturday reviewed the physical and financial status of works taken up under District Capex Plan, 2021-22, here at a meeting held in the conference Hall of the DC Office Complex.
In the meeting, a detailed review of the physical and financial targets achieved till date under R&B, RDD, Youth Services, Jal Shakti and Education sectors etc was taken. The status of work wise tendering process, allotment of works, works started on ground and works completed were also discussed in detail.
The DDC stressed upon district and sectoral officers to work in tandem and mobilise resources to work place to accelerate the pace of ongoing works for their time-bound completion. He directed all the officers to ensure 100% expenditure to avoid lapse of funds failing which the losses will be carved out of their salaries. He therefore cautioned against any kind of laxity in completing the works within the fixed timeline. He asked the officers to take strict action against those officials, who create hurdles and delay the developmental works by not meeting the formalities even after allotment of works.
The DDC further directed the officers to take appropriate action against the contractors who are deliberately delaying the project or compromising the quality of work.
The chair directed the executive Engineers of R&B,RDD (REW) and ULB to ensure utilization of funds and resolve the issues/bottlenecks, if any and submit billing in district treasuries on time.
The DPO was asked to ensure all works under Area Development Plan are executed and the funds were fully utilized within the financial year. He was asked to submit the status of completed works and further directed to submit the progress report regarding physical, financial bills of completed works to the District Development Commissioner’s office on a daily basis.
Further, the DDC asked the departments to start planning for next financial year keeping in mind the feasibility of projects so that works could be executed in time.
Meanwhile, the officers were also directed to take PRI,DDCs/BDCs on board while verifying the quality of works.
The meeting was attended by Joint Director planning Mohd Iqbal; Assistant Commissioner Development Atul Dutt Sharma; District Panchayat officer Sunil Bhutyal; DFO Kishtwar Sagar Singh; Executive Engineers of PWD(R&B), REW, Jal Shakti, besides all BDOs of District Kishtwar.
