Jammu: Divisional Commissioner Jammu, Dr Raghav Langer Wednesday directed the Banks and concerned departments to ensure 100% adhaar seeding of Kisan Credit Card holders and the beneficiaries of Pradhan Mantri Kisan Samman Nidhi (PM-KISAN).
He issued these directions while chairing a meeting convened to review the implementation of Pradhan Mantri Kisan Samman Nidhi ( PM KISAN) and Kissan Credit Card schemes.
The meeting was attended by Directors of Agriculture, Sheep Husbandry, Horticulture, Joint Director Fisheries, Animal Husbandry besides Lead Bank Managers of J&K Bank, SBI, PNB,EDI, Grameen Bank and other concerned. The Deputy Commissioners of Jammu division along with other concerned officers participated in the meeting through video conferencing.
The Deputy Commissioners apprised the Div Com about the present status of KCC and PM KSN in their respective districts. The Div Com directed the DCs to hold regular meetings with the concerned officers and ensure 100% coverage of farmers under KCC scheme with active involvement of Lead Bank officials.
Reviewing the details, the Div Com expressed serious concern over the mismatch of figures/ variations in the KCC beneficiaries’ data. He directed the DCs to launch a sustained drive in their respective districts to find out reasons of variations and develop a portal for finding duplicity. He further asked concerned officers to re-verify the data to avoid errors and variations.
While reviewing PM Kisan, the Div Com was informed that around 90 percent Aadhar linkage has been completed so far under the scheme. The Div Com instructed the DCs to closely monitor the process and ensure 100 percent Adhaar linking of all left out PM Kisan beneficiaries.
The Director Agriculture, through a power-point presentation apprised the Div Com that Rs 850.28 crore has so far been disbursed under PM-KISAN in districts of Jammu division in 9 installments.
The Div Com took a serious note of the gap between actual number of farmers and those registered under the PM-KISAN scheme. He directed the Deputy Commissioners to hold a meeting with all the concerned officers and resolve the issues so that all the beneficiaries can avail the benefits of the scheme. The Div Com also discussed in detail the variations in the number of farmers who received 1st installment and those who were provided all installments.
The meeting also had threadbare discussion on failure of adhaar linkage, Payment Recovery Report from Ineligible Farmers, District-wise figures about the redress of grievances and other important issues.
The Div Com directed the concerned to expedite the process of physical verification of farmers and to complete the same at the earliest.
It was informed that in the current financial year, a total of 577748 farmers/KCC holders have availed Rs 70.54 crore loan out of the total sanctioned amount of Rs 72.62 crore.
The Div Com observed that all PM KISAN beneficiaries be provided KCC and directed the concerned departments, Banks to develop a mechanism to bridge the gap between the number of PM KISAN beneficiaries and KCC holders.
The Div Com also advised the concerned officers to develop a portal for KCC so as to remove duplicity and a correct database can be maintained. The farmers should have single bank account to avail the benefits of PM-KISAN and KCC schemes so that they can avail the benefits of subsidy in the interest.
The Div Com instructed the Bank representatives to initiate awareness campaigns to link the Aadhar with KCC
