The spirit of democracy lies in collective responsibility and that is why institutions are in place for taking the policy decisions collectively at the highest level both at the centre and as well as in states and union territories. As cabinet headed by Prime Minister at the centre and Chief Ministers in states and union territories take policy decisions at the highest level with the spirit of collective responsibility, people have greater faith in the working of the democratic institutions across the country. As collective responsibility refers to more participatory approaches to democracy and institution building , it consequently also reduces social inequalities and conflicts among the communities in a pluralistic society like that of Jammu & Kashmir . Since the collective responsibility gives people the right to engagement and involvement in the decision making process there is no alternative to collective responsibility in institutional and administrative practices and procedure both at the centre and as well as in states and the union territories .As freedom of speech and expression, delivery of justice and furtherance of the bigger objective of tolerance are all integral parts of collective responsibility in a contemporary democratic society the rules there is no scope for tinkering with the institutional collective responsibility either at the centre or in the states and union territories of the country. Since spirits of collective responsibility in one way or the other also safeguard the peaceful coexistence of different communities in a democratic society and same holds good for the people of Jammu & Kashmir as well, the doctrine of collective responsibility is more relevant today than ever before.
Since collective responsibility in the institutions is the only route to institutional transparency, the remedy to all institutional irregularities lies in the implementation of collective responsibility in the institutions of governance particularly those concerning delivery of public services and introduction of welfare measures at the grass roots. Be it the challenge of increasing conflicts between the communities or the deepening crisis of corruption in the institutions of governance the collective responsibility is key to resolution of all conflicts and institutional irregularities.
It is also a fact that social cohesion emanating from the principles of collective responsibility reduces inequalities between the communities and stabilises the atmosphere of peace and economic prosperity. Collective responsibility if institutionalised would by all standards of understandabilities reduce not only the animosities between the communities but would also reduce the increasing intensity of corruption in Jammu & Kashmir and other states and union territories of the country.
