The revelation that J&K Government’s top recruiting bodies have advertised 19000 posts for appointment in different departments shows that government tends to keep it’s focus on the recruitment of jobless youth in different departments with intent of reducing the increasing trends of joblessness in Jammu & Kashmir. The release of select list for appointments of Assistant Professors in Higher Education Department by J&K Public Service Commission shows government’s continuing focus on recruitments but simultaneously focus has to be on promotions to ensure that more and more junior positions are cleared for fresh recruitments in different departments. In several government departments the officers are upset over unprecedented delay in the departmental promotions as majority of them hold senior positions in their own pay and grade not just for the last one or two years but even for last more than two decades. In the absence of a fractured departmental promotion system it takes government years together to explore the possibilities of referring the posts vacated by the elevation of the promotes to higher positions in their own pay and grade and henceforth the recruitment of fresh recruits for junior positions takes a big hit. If departmental promotions are cleared by the departmental promotion committees in time and subsequently referred to J&K Public Service Commission also in time, the process of fresh recruitments in government departments can be fast tracked consequently. While in engineering departments many chief engineers get the notional effect of their promotions several years even after their retirements, many senior officers in agriculture and rural development departments don’t get notional effect of promotions even after their retirement from the government services.
In time promotions would by all standards of understandabilities increase the scope of fresh recruitments which would resultantly end the increasing frustration of joblessness among the highly educated youth in Jammu & Kashmir.
Recently we have seen many officers of J&K Administrative Services much popularly called KAS getting promotions to higher positions with notional effects after their retirements only to get some pensionary benefits. Had the previous popular governments of erstwhile Jammu & Kashmir state promoted officers of J&K Administrative Services in time, the no of posts advertised by the government for the J&K Combined Services would have been also very higher. The incumbent J&K Government has undoubtedly continued not only the process of promotions of the officers of J&K Administrative Services and other allied services but has also now started their induction into the All India Services. Recently several officers of J&K Police Service were inducted into Indian Police Service and hopefully many officers of J&K Administrative Service are very likely to be cleared for induction into Indian Administrative Service by Union Public Service Commission (UPSC) on the recommendation of J&K Government very soon. In time promotions would by all standards of understandabilities increase the scope of fresh recruitments which would resultantly end the increasing frustration of joblessness among the highly educated youth in Jammu & Kashmir.
