Budgam/ July. 9 : Regional Development Forum (RDF) Soibugh Budgam has demand a separate assembly constituency for Soibug area of Central Kashmir’s Budgam district.
In a detailed representation to the Delimitation Commission during it’s recent visit to Srinagar the Regional Development Forum (RDF) demanded separate assembly constituency for Soibugh- the interior Rural Area of Budgam Dsitrict , ‘away from limelight” and further away “from the eyes and minds of administration” . The forum in it’s representation has alleged that Sobugh area has been politically victimized for decades and urged the delimitation panel to consider vital and long pending demand of separate Assembly Segment.
“There is a vast interior rural area (Soibugh) comprising around 64 villages; lying between Budgam and Beerwa towns situated on the left and right sides of Budgam-Beerwa Road and Soibugh Beerwa Road”, reads further the representation, adding that “this internal rural area is completely neglected as far as governmental attention and planning is concerned”.
Stating that “the successive governments in the past ignored this area, as is very clear from developmental scenario of these villages”, the RDF in it’s representation further says “a glaring example of this neglect and bias is the creation of Tehsil/Administrative units in 2015 wherein the said interior rural area was deliberately ignored, while 5 Tehsil units were created along the highway from Shalteng to Karhama (Tangmarg) at intermittent distance of five kilometers, which is irrational and brutal murder of political and civil rights as more than 64 villages were compromised on political grounds”.
Alleging that the said area has remained target of political corruption since 1947 and no administrative units were created, the Regional Development Forum in it’s representation says
“as delimitation process of Assembly segments is on cards, we request the delimitation panel to consider this “forgotten land” at this historic moment, so that this area comes out of administrative neglect, political corruption , bias and  developmental disaster and a historical wrong is corrected”.
Stating that Soibugh is the natural nervous center of large area with huge population and duly deserves a separate Assembly segmen, the Regional Development Forum in it’s representation has sought separate assembly constituency for Soibug area on the below mentioned grounds :-
01. Soibugh is central location of more than ~ 149436 populations with 102223 voters and of cluster more than 64 villages falls within radius of less than 10 km, as the details are given in table.
02. Soibugh is the biggest village/habitation in Budgam District with 20 thousands souls, bigger than all the prominent towns like Budgam, Chadora, Magam, Beerwa and Khansahab.
03. Villages Daharmuna, Wadwan, Hakermullah, Harran and Warrasangam, are intermingled with Soibugh village in such a way that it is impossible to separate and differentiate them and have taken the form of a single large village.  And together the 06 villages consists of ~40 thousand people, i.e , 27 thousands  voters  alone.
Citing the above reasons for demanding a separate assembly constituency for Soibug area the Regional Development Forum (RDF) Soibug in it’s above quoted representation says “residents of more than 64 villages of Soibugh area (with population more than ~ 149436 with ~102223 voters) have been politically victimized since decades, adding that “we appeal the delimitation panel to e consider vital and long pending demand for a  separate Assembly constituency for Soibug area”.
