Bandipora: On the directions of Deputy Commissioner Bandipora Dr owais Ahmed, Additional Deputy Commissioner (ADC), Bandipora, Zahoor Ahmad Mir on Tuesday made a surprise visit to different government offices located in different blocks of the Mini-Secretariat Bandipora after a story went viral on social media titled that Headless Departments, Additional charges to officers takes toll on ‘good governance’ promise in Bandipora, Despite having functional district since 2006 most of the departments in Bandipora remain headless or officers working with additional charges in other district that has taken a heavy toll on the Government promise of “Good Governance”.Several key Departments are facing worst crisis owing to being headless or the head having multiple charges that has taken a heavy toll on the performance of these departments.
The heads of several key departments including Department of Employment, Cooperatives, Food Safety and several other departments have additional charges in other departments that hamper the smooth functioning of these departments and troubling the locals.
Interestingly the Department of Labour is also headless after the previous Assistant Labor Commissioner retired from services last month. Locals said the scenario has lead to officers hardly attend their regular duties in their respective offices.
“Most of the officers enjoy additional charges in their departments and are hardly available to common people to dispose off their issues”. “I have been doing rounds in the department of Employment and Labour department from more than fifteen days but all in vain as I am repeatedly being told that the officer has additional charge in the other district and is not available in the district”, said a local.Insiders said that some officers have taken advantage of COVID-19 SOPs and are since then working from home and hardly attend their offices. On the occassion ADC got the details of the officers who have additional charges in other district headquarters so that their attendance is checked. He said he got details about the district officers who were absent from duties and will cross check wheather they were present at the places where they have additional charges. He said action will be taken against absent employees. On the occasion ADC directed all other employees to remain punctual and warned of tough actions against absenteism to ensure smooth functioning of Govt. departments and prompt deliverance of services to people.
