Jammu & Kashmir Lt Governor Manoj Sinha seeking partnership for growth, lives and livelihood at the CII (Confederation of Indian Industry) summit via virtual mode is though a welcome remark but before asking outsides to come for partnership to Jammu & Kashmir to lay a strong foundation for growth, lives and livelihood it would be more advisable for the Lieutenant Governor to take a serious view of the implementation of new laws impeding growth and reducing opportunities of livelihood for Jammu & Kashmir’s own bonafide residents. While the fact remains that the offer of partnership for outsiders would find takers only if the local stakeholders qualify for partnership with outsiders in trade and industry. While several months of lockdown after August 5 last year followed by several months of COVID-19 lockdown this year have shaken the very roots of business and trading communities in Jammu & Kashmir particularly the people connected with the tourism and horticulture sector, the government does not even share any idea about an industrial package for the local business and trading communities in Jammu & Kashmir. Even the general standards of understandabilities demand that before embarking on any plan of partnership in the sectors of trade & commerce, government rolls out a plan for the revival of the key sectors of economy in Jammu & Kashmir. While the hoteliers and the houseboat owners the two strong pillars of tourism industry in Jammu & Kashmir are fuming over the irresponsible response of the government over the main issues impeding the revival of their ventures hit badly by several months of shutdown after August 5, 2019 and this year’s COVID-19 lockdown, the top functionaries of the J&K Government don’t even bother to take briefs from them about their lives and means of earning livelihood.

Before throwing gates open to outsiders for entrepreneurs and investors of other parts of the country the government will have to take measures for revival and rehabilitation of local entrepreneurs and investors to improve growth and the lives of local stakeholders for the purposes of creating new opportunities of livelihood for the youth of Jammu & Kashmir presently shocked to see space for growth and opportunities of livelihood reducing drastically for them in the presence of new laws concerning their rights over land and jobs.

Similarly horticulture sector hit by untimely snowfalls in early winter last year and early summer this year is in shambles but government does not bother to even share it’s own idea about any financial package for the immediate revival of the apple industry in Jammu and Kashmir. In such a scenario of helplessness and hopelessness the Lt Governor is unfortunately talking about the plans of partnership with the outsiders for growth, lives and livelihood. For partnership with outsiders the strength of local partners matters the most and as such demands immediate attention and intervention of the Jammu & Kashmir Government.
