Land rights to non locals without local consent

Central government giving land rights to non locals without the consent of local populations would obviously generate housing and industrial opportunities for the non local settlers and on the contrary take away the rights of housing and employment opportunities from the local populations in Jammu & Kashmir. Still the Lt Governor promising the local populations more employment, more income, more housing facilities and much more is a crude joke. Can the government put in the domain the no of houseless families in Jammu & Kashmir and plans it has providing housing facilities to such houseless families? The transfer of over 200 lakhs of kanals of  land to Industries and Commerce department is a clear cut indication that not the middle class non J&K residents but influential business tycoons and top industrialists of other parts of the country would be the new beneficiaries of the just announced land laws in Jammu & Kashmir. Obviously such land facility measures in Jammu & Kashmir would expand the industrial base of the top business tycoons and industrialists known for their proximity with the incumbent central government commanded and controlled by Prime Minister Narendra Modi. Once huge benefits come the way of top industrialist and business tycoons of the country under the new land laws in Jammu & Kashmir, the financial backup for the organisational, institutional and electoral strengths won’t be an issue for Narendra Modi controlled BJP for years to come. Putting up the provision of contract farming in agriculture and horticulture sectors is yet another huge concession for top business tycoons tending to expand their trading activities in Jammu & Kashmir as they would obviously get farm contracts from both the private land owners and as well as the revenue department of the Jammu & Kashmir Government under this provision of just announced new land laws but would obviously engage non locals already settling in Jammu & Kashmir since last more than three decades for agriculture and horticulture farming.

Just in one stroke the Narendra Modi controlled BJP led NDA government at the centre has under the garb of industrial promotion and employment generation for the Jammu & Kashmir youth opened up flood gates for only influential business tycoons and top industrialists and not middle class non J&K residents in Jammu & Kashmir obviously with the intent of accruing benefits from them for furthering the causes of the promotion of institutional, organisational, and electoral prospects of the saffron party in the country. So a political agenda of the political party in power at centre is all set to ruin the future a glorious erstwhile special category state of the county since downgraded to a union territory.

By all standards of understandabilities such plans would drastically reduce the employment and income generating avenues for the local populations of Jammu & Kashmir even in the agriculture and horticulture sectors. Late Sheikh Mohammad Abdullah’s “land to the tiller” agricultural reform may finally be used as a tool for giving complete ownership rights to the business tycoons likely to be offered farm contracts under the new land laws in Jammu & Kashmir. A big offensive against the land owners after the scrapping of Roshni act is obviously an attempt to take away the prized non agricultural land from the locals and give it away to non local real estate players tending to invest in real estate sector Jammu & Kashmir. Question can be asked that why the saffron party is not implementing such land laws in several states ruled by it in the country and why such discriminatory laws are enforced in haste in the absence of a popular government in Jammu & Kashmir only. Question can also be asked that If the central government could enforce controversial farm bills across the country, why it did not took the bold initiative of enforcing uniform land laws across the country instead of enforcing these controversial land laws in Jammu & Kashmir only. Modi Government at the centre owes these explanations on new land laws to the people of Jammu & Kashmir.
