Missing issues in Gupkar declaration

Gupkar declaration becoming agenda for newly launched “Peoples’ Alliance” under the leadership of National Conference President Farooq Abdullah is totally silent over the core issues concerning the implementation of  central government’s post August 5 key measures particularly new domicile law, new job policy, delimitation initiative, the amendments in J&K Panchayat Raj Act 1996 and the policy of forcible retirements. Since the implementation of new laws is becoming an issue of more serious concern for the people of Jammu & Kashmir after it’s downgrading to union territory on August 5 last year, challenging the post August 5 measures would one way or the other become an issue of political relevance and survival for all the six parties representing the newly launched “Peoples’ Alliance”.  The Peoples’ Alliance has the option of throwing legal challenges to central government’s key measures particularly domicile law, delimitation initiative and the controversial amendments in Jammu & Kashmir Panchayat Raj Act 1996 but the alliance will have to take a brief from the legal experts before planning a strategy for legal challenge against central government’s post August 5,2019 key measures  . The consensus among the six party’s of “Peoples’ Alliance” over a legal challenge to such issues is yet another ticklish issue for the alliance. Since the “Peoples’ Alliance” has no plans to challenge  the enforcement of new key laws before the revival of electoral politics and the restoration of popular rule in Jammu & Kashmir, the Jammu & Kashmir Government finds it easy to implement the new laws in absence of any political resistance from any quarter. Unless and until the “ Peoples ‘Alliance” does not throw up serious challenges both on legal and as well as political fronts  against the enforcement of new laws in Jammu & Kashmir, the enforcement of new measures in the post August 5,2019 political scenario can’t be stopped. The “Peoples Alliance” can’t deny the fact that stopping the enforcement of post August 5,2019 measures is as serious a challenge as is the restoration of state hood and special status under Article 370 and Article 35 A.

Challenging the missing issues that have cropped by the enforcement of  central government’s post August 5 measures is as huge a challenge for the “ Peoples Alliance” as is the restoration of statehood and special status under Article 370 and Article 35 A. 

One more challenge for the Peoples’ Alliance is the creation of 14 constituencies in each one of the all the districts of Jammu & Kashmir for the constitution of district development councils (DDCs). Though PDP Chief Mehbooba Mufti has said that participation of the constituent parties of “Peoples’ Alliance” in the proposed elections of district development councils (DDCs) would be taken by consensus by the alliance itself, but the participation of the constituent parties in the proposed elections would by all standards of political understandabilities also evoke criticism from the majority of the population. So challenging the missing issues that have cropped by the enforcement of  central government’s post August 5 measures is as huge a challenge for the “ Peoples Alliance” as is the restoration of statehood and special status under Article 370 and Article 35 A.
