Jammu: Former MLC and National Conference State Secretary Rattan Lal Gupta today expressed concern over governance deficit in Jammu and Kashmir, saying aspirations of the people have been trampled by the bureaucracy.
“Invisibility of the governance has ironically been acknowledged by the Jammu and Kashmir BJP as well, which has publicly castigated the bureaucratic set up”, Mr Gupta said in a statement, adding that lack of vision in the present dispensation has created chaotic situation which is evident from anti youth policies like disengaging self help groups of engineers, and waxed problems being faced by all segments of the society.
Mr Gupta said that the BJP’s public admission of non-governance is ironic as it is remotely controlling the government. Therefore the failure of the government is failure of the BJP which has brought the situation in Jammu and Kashmir to morass and there seems little hope in its getting back on the tracks again, he added.
He said while development remains a far cry, the utility services are almost dysfunctional, as a result of which the people are suffering on all fronts.
Referring to the issues faced to youth, Mr Gupta said that while educated unemployed stand pushed to the wall, those struggling to stand up are being disempowered. In this context, he made a mention of the disengaged self-help group engineers and said that on the one side the administration is unable to provide them the jobs and on the other hand they are being disengaged. This is cruel, he said, adding that the same is the scenario with the daily rated workers and other categories of casual workers, who have been struggling for regularisation. He said the government has failed in doing justice with them over the years.
He said the workers and Lecturers/demonstrators working on academic arrangement basis in various Government Polytechnics, Higher Education (Degree Colleges),Technical Education Department for the past 20 years, Jammu Municipal Corporation, Technical Trained Workers under SLRM, Academic Arrangement, Need Based ITI, Non ITI Workers Union and others have been knocking every door for justice but the administration is showing sadistic apathy to their plight.
Questioning the logic in lingering on the issue of regularization despite a policy decision taken in this regard by the National Conference government six years ago, Mr Gupta sought decision on humanitarian grounds as the families of all these categories of workers have virtually come on the roads due to delay in salaries and arrears pending for years.
