Srinagar/June, 26: A Principal Secretary Navin Kumar Choudhry ranked senior IAS Officer holding the position of administrative secretary of some key departments is among the 25,000 people to whom the competent authorities of the J&K revenue department have issued domicile certificates.
Domicile certificate issued to Navin Choudhry by Tehsildar Bahu that went viral on social media reads “This is to certify, Shri Navin K Choudhary son of Shri Deokant Choudhary resident of at present Gandhi Nagar Jammu is a domicile of UT of J&K.” Choudhry is originally a resident of Bihar. Meanwhile authoritative sources told Kashmir Horizon that the process of issuing domicile certificates has been fast paced in the backdrop of recently notified new job policy. A history of 15 years permanent settlement in Jammu & Kashmir makes the residents of other parts of the country eligible for seeking jobs and purchasing land. As per new domicile rules children of those outsiders settling Jammu and Kashmir for last 15 years who pass their 10th and 12th class exam from a recognised educational institution of Jammu & Kashmir are also eligible for the domicile certificates
