FC Finance issues instructions for effective on boarding of CSS and UT Schemes; implementation of DBT

Jammu: To ensure timely uploading of the data on the DBT Portal and implementation of the DBT in its right perspective, Finance Commissioner, Department of Finance, Dr. Arun Kumar Mehta Wednesday impressed upon all the Administrative Secretaries to create user agencies on the PFMS portal for all the Centrally Sponsored Schemes /UT specific Schemes implemented by the respective Departments.
In a Circular issued by him, the FC Finance stressed upon Real-time disbursement of Benefits to actual identified beneficiaries with accurate amount of transfer in electronic mode and authentication of the beneficiaries by linking bank accounts with Aadhaar enrolment.
As per the Circular, ‘All the centrally sponsored schemes/Union Territory schemes covering beneficiaries were put on-board on the DBT portal. During 2018-19, all the Departments were also asked to designate nodal officers for monitoring of uploading of monthly report on the J&K DBT portal which has been integrated to Bharat DBT Portal created by Cabinet Mission, Government of India.
Further training for uploading of data on the DBT portal was also imparted to all the nodal officers and scheme managers across J&K.
The Circular says that it has been observed that the scheme managers are not uploading data on continuous basis and manual uploading of the Data on the DBT portal is not regularly monitored by the Nodal Officers.
The Circular impresses that the Nodal Officers/Scheme Managers shall ensure 100 % Adhaar Seeding and the creation of User agencies on PFMS portal in respect of DBT schemes for all the CSS/UT Specific schemes in a mission mode within next 15 days.
Necessary handholding for on-boarding of the schemes on PFMS portal shall be imparted by the Nodal Officer, State Project Monitoring Unit (SPMU), PFMS J&K.
The progress of on-boarding and disbursement of benefits to the identified beneficiaries under all the schemes on the PFMS portal shall be reviewed by the Finance Department on weekly basis.
